This paper examines the history of advocacy for the rights and safety of children suffering from abuse and neglect in the United States, and more specifically the state of Iowa. It looks at statistical data concerning the incidence of child abuse and its correlation to age and ability level. It specifically addresses the developmental, psychological, emotional, and physical effects of child abuse. The remainder of the paper outlines the role of the elementary school counselor as an advocate in helping children who are suffering from abuse and neglect.
