On June 10, 2021, the National Student Clearinghouse Research Center released the Spring 2021 Current Term Enrollment Estimates (CTTE) report. The report provides estimated postsecondary enrollment numbers based on the Clearinghouse universe of institutions. The impact of COVID-19 related disruptions has caused higher education enrollment to fall to what the National Student Clearinghouse suggests are “new lows.” This fact sheet explores trends in higher education enrollment at Mountain West colleges during the 2020 and 2021 Spring semesters.

Comparing twins from same- and opposite-sex pairs can provide information on potential sex differences in a variety of outcomes, including socioeconomic-related outcomes such as educational attainment. It has been suggested that this design can be applied to examine the putative role of intrauterine exposure to testosterone for educational attainment, but the evidence is still disputed. Thus, we established an international database of twin data from 11 countries with 88,290 individual dizygotic twins born over 100 years and tested for differences between twins from same- and opposite-sex dizygotic pairs in educational attainment. This fact sheet highlights public K-12 teacher and student diversity in the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah. We explore data from Michael Hansen and Diana Quintero’s “Mountain West states face growing teacher diversity gaps” a 2018 Brookings Institution report. Specifically, we explore the teacher and student population in Mountain West states by race, revealing a disproportionate gap between students of color and teachers of color.

To understand how higher education institutions broker graduate opportunities for Students of Color (SOCs) in STEM, we employ a single case study of a Louis Stokes Alliance for Minority Participation (LSAMP) alliance. Drawing primarily from student interviews and informed by Small’s (2006) organizational brokerage theory, our findings illuminate how 1) alliance-based STEM enrichment programs (SEPs) bridge social capital via interorganizational networks and 2) how SEP instability creates barriers to building the trust that is central to the brokerage process. We conclude with recommendations for future research and practice.

Public K-12 education serves as a launching pad for economic mobility and opportunity, preparing students for college or a good-paying job. Despite K-12 education’s influence on later-in-life outcomes, schools often underserve students of color. Hispanic students in particular constitute a significant and growing portion of the U.S. student population yet are often overlooked in education literature because they are not the lowest performing demographic. In this brief, we examine how well public K-12 education serves Hispanic students in Clark County, where nearly half of students are Hispanic. This fact sheet highlights K-12 school discipline disparities by race in the six largest school districts in the United States. The districts include New York City Public Schools, NY; Los Angeles Unified, CA; Chicago Public Schools, IL; (Miami) Dade County, FL; Clark County School District (CCSD), NV; and Broward County, FL. Data are compiled from the Civil Rights Data Collection for the 2015-2016 academic year. Specifically, we examine the data for the discipline strategies of in-school suspensions, out-of-school suspensions, and expulsions.

Population-health research has neglected differentiation within postsecondary educational attainments. This gap is critical to understanding health inequality because college experience with no degree, vocational/technical certificates, and associate degrees may affect health differently. We examine health across detailed postsecondary attainment levels. We analyze data on 14,750 respondents in Waves I and IV of the nationally representative Add Health panel spanning adolescence to ages 26 to 34. Multivariate regression and counterfactual approaches to minimize the impact of confounders estimate multiple health outcomes across postsecondary attainment levels. Compared to high school diplomas, we find significant returns to bachelor’s degrees for most health outcomes …

Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

In this article, we examine the relationship between teachers’ union contracts and school district efficiency. We define efficiency as the ratio of short-run productivity (student performance on standardized exams) to expenditures. We estimate a series of school district fixed effect models using measures of district collective bargaining agreement (CBA) restrictiveness tied to longitudinal outcomes. Approximately 15% of emergent bilinguals (EBs; commonly referred to as English learners) in Nevada demonstrated proficiency in math and English language arts in contrast with the general student population, which achieved proficiencies of 42% and 55% in these subjects, respectively. Therefore, there is a critical need for programs that are responsive to EBs’ linguistic, cultural, and academic strengths. Purpose. In response to the COVID-19 crisis, school districts worked quickly to roll out distance learning plans in the spring. Sometimes these plans impinged upon or were directly in conflict with provisions found in collective bargaining agreements (CBAs) negotiated between teachers' unions and district administration. In this brief, we unpack how urban school systems changed CBAs to make way for learning under COVID-19 conditions. We review COVID-19–related contract changes in 101 urban school districts around the country. We find that twenty-five urban school districts returned to the bargaining table with teachers’ unions to negotiate short-term fixes to CBAs that allowed for …
