An online survey and a series of interviews were focused on students in Years 7 to 9 who lack the foundational literacy and numeracy skills that are required to engage with a secondary curriculum, in schools where most students have these skills. These students are referred to throughout this report as struggling students. The students in scope are likely to struggle to engage in classes without significant differentiation on the part of classroom teachers, and the skill disparity may be so great that differentiating lessons for them is not feasible. In 2020, with the COVID-19 pandemic spreading across Indonesia and around the world, INOVASI (the Innovation for Indonesia’s School Children) and the Indonesian Ministry of Education, Culture, Research and Technology (MoECRT) initiated a study of foundational literacy and numeracy learning by Indonesian students and the impact of the pandemic on this learning. The Australian Council for Educational Research (ACER) provided technical support. The study developed descriptions of literacy and numeracy achievement levels, referencing both global proficiency frameworks and Indonesia’s curriculum and assessment standards. This report has been developed to provide a summary of outcomes at a national level on the newly established system of national standardised assessments, which has since been termed ‘Scottish National Standardised Assessments’ (SNSA) in the 2017 to 2018 academic year, the first year of the programme. This report presents the results of an assessment of mathematical and reading literacy of Class 3 students in 15 provinces in Afghanistan. The data were collected between late 2015 and mid-2016. The report also describes the growth in mathematical and reading literacy between Class 3 and Class 6. The Class 6 data were collected from the 2013 assessment in 13 provinces in Afghanistan.

In 2000, ACER commenced the Longitudinal Literacy and Numeracy Surveys for Indigenous Students (ILLANS), which set out to track the development of English literacy and numeracy skills in a group of Indigenous students from school entry through the early years of schooling and beyond, to establish a data-rich picture of educational opportunities for Indigenous students. Phase 1 of ILLANS collected data from Indigenous students at 13 schools across Australia that had been nominated by education systems as examples of good practice in education for Indigenous students. PISA in Brief summarises the results from the Programme for International Student Assessment (PISA) 2009 assessment of students’ reading, mathematical and scientific literacy skills. It tells us about how students performed in the assessment and describes some wider findings about what lies behind their results. PISA 2009 assessed students’ capacities to apply knowledge and skills in reading, mathematical and scientific literacy. The 1989 Basic Skills Testing Program in New South Wales provides the most comprehensive picture yet compiled of literacy and numeracy learning in Australian primary schools. In 1989, some 53,800 Year 6 students in NSW government schools were tested in five aspects of literacy and numeracy. Another 2,300 Year 3 students took part in a pilot study. This book discusses the writing of the tests, the analysis of results, and the reporting of results to parents, teachers and schools.
