As part of a larger MERC study, this report provides an overview of federal, state, and regional policies and practices relevant to teacher retention. Using key informant interviews and document analysis, the report addresses the following research questions: What teacher retention policies exist at the federal, state, and local levels? How are these policies structured at the state level and local levels? How do teacher retention policies vary across MERC divisions? Following the findings, the report presents recommendations for policy and practice.

There is a growing need to ensure Virginia teachers have a grounding in effective practice for EL education. Teacher preparation programs in Virginia require preservice educators in mainstream classrooms to be trained in English Learner (EL) teaching methods, but how preparation programs meet this requirement varies. For educators wishing to be endorsed as English as a Second Language teachers, requirements have recently been reduced in scope. To supplement the training and qualifications required to receive licensure, professional development for teaching multilingual students should be commonplace.

Institutional barriers can hinder the effective development of projects and practices that foster community partnerships and promote the co-development of impactful research and experiences. Barriers such as funding, institutional approvals, and community access to institutional resources, can derail the best of intentions and projects. This interactive session will provide attendees with strategies to deal with common barriers to effective practices and will provide tools for finding funding, resource development, and troubleshooting context specific problems.

This research brief by the Metropolitan Educational Research Consortium explores peer reviewed literature about effective strategies for teaching writing to middle school students with disabilities. Hopewell City Public Schools (HCPS) began the 2021-2022 academic year with an innovative year-round balanced calendar that redistributes the 180 days of instruction and adds six enrichment weeks to increase student engagement, achievement and well-being. The purpose of this capstone project was to support the school system’s need for evaluation to ensure continual improvement and sustainable success.
Using improvement science concepts and tools, the team developed a theory of change and comprehensive evaluation plan of this balanced calendar initiative. The scope of work addressed three primary questions:

During an undergraduate “Digital Technology & Communication” class offered for three years, students engaged in a discussion forum where they reflected on how information literacy skills were developed in K-12 settings. Using a content analysis protocol developed for online discussion forums, an analysis of critical thinking on the topic is presented.

The poster highlights unique file formats for sharing across learning management systems. A case is presented of an online module for an undergraduate research course that was first developed in 2019. Over the following two years, the module gained traction but required adjustments to be adopted more broadly. Barriers to adoption and mechanisms that have contributed to improved uptake are highlighted with an emphasis on flexibility for faculty in how they access the module and connect the instruction to their course outcomes.

You First at Virginia Commonwealth University (VCU) submitted a Request for Assistance with the need for increased engagement with VCU first-generation (FG) students. To address this request, a doctoral Capstone team conducted problem and context analysis, a literature review, a mixed-methods study analyzing institutional data, a survey of current FG students at VCU, and focus group sessions with FG students at VCU. The Division of Student Engagement and Enrollment Services at Old Dominion University (ODU) submitted a Request for Assistance to examine the challenges sophomore students face that can lead to attrition. A doctoral research team conducted an exploratory, sequential, mixed-methods study consisting of a literature review, focus groups and interviews with current ODU juniors and seniors, surveys of current ODU sophomores, staff, and faculty, and interviews with benchmark institutions that have successful sophomore student programming at their schools.
