The effects of technology on the instructional mission of this nation's colleges and universities have been both positive and negative. While an estimated two million students, many of whom would not have had access to higher education a few decades ago, are already engaged in distance learning, this gain has been paralleled by a proliferation of inferior, profit-driven institutions and degree programs. Some observers already have predicted the demise of the modem university, claiming that a small number of independent, entrepreneurial scholars and an army of low-paid adjunct instructors using the Web and cable television will replace regular faculties in …

How Important Are Classroom Peer Effects? Evidence From Boston's Metco Program, Joshua David Angrist, Kevin Lang

Most integration programs transfer students between schools within districts. In this paper, we study the impact of Metco, a long-running desegregation program that sends mostly black students out of the Boston public school district to attend schools in more affluent suburban districts. We focus on the impact of Metco on the students in one of the largest Metco-receiving districts. In the 2000 school year, Metco increased the proportion black in this district from about 7.5 percent to almost 12.5 percent. Because Metco students have substantially lower test scores than local students, this inflow generates a significant decline in scores, with …

Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. This study investigated the payment system of primary teachers in Malawi with an aim of finding the weaknesses for improvement. Lilongwe district was chosen as a case study. The study followed the qualitative methods of face-to-face interviews with ministry officials at central office, division office, district office and head teachers. Other partners in the payment system were also interviewed, thus, the police and banks.

This study investigated the impact of cost sharing policy on access and persistence of students in secondary school system in Chiradzulu district in Malawi. The policy was implemented in 2001. The impact of the policy on families' financial budgets was investigated. The study also explored the views of secondary school head teachers and parents regarding the new secondary school fees that resulted from the implementation of the policy.
Two questionnaires were used to collect data. Secondary school head teacher questionnaire was administered in 15 secondary schools, 14 questionnaires were collected, representing a return rate of 93.3%. Household survey questionnaire was …

The study describes the increasing international assistance in the field of education in Russia and focuses on programs implemented by the US private foundations, tracing, translation of the foundations goals into actual programs in the region. Using data from a variety of sources, foundations program portfolios are analyzed in relation to thematic diversity and geographic spread; types of support and major recipients of aid. Then, a comparative documentation analysis is applied to the programs' descriptions. A case study of two recent initiatives in Russian higher education is presented.

The Promise And Pitfalls Of Using Imprecise School Accountability Measures, Thomas J. Kane, Douglas O. Staiger

In recent years, most states have constructed elaborate accountability systems using school-level test scores. However, because the median elementary school contains only 69 children per grade level, such measures are quite imprecise. We evaluate the implications for school accountability systems. For instance, rewards or sanctions for schools with scores at either extreme primarily affect small schools and provide weak incentives to large ones. Nevertheless, we conclude that accountability systems may be worthwhile. Even in states with aggressive financial incentives, the marginal reward to schools for raising student performance is a small fraction of the potential labor market value for students.

This book provides a knowledge base for administrators to plan and manage construction projects, and addresses specific planning tasks including public opinion polling, enrollment projections, financial planning, selecting architects and other professionals, and managing facilities once they are operational.
