This paper examines the different types of strategies, supports, and technologies available to students who are classified with a learning disability (LD) or emotional and behavioral disability (EBD) in an inclusive setting. As the number of students with LD and EBD in a general, inclusive classroom setting is rising, it is necessary to find ways to maximize their educational performance. In an inclusive setting, children with disabilities receive instruction with support and accommodations alongside their non-disabled peers in their neighborhood school. Access to general education settings for students with disabilities varies greatly among and within states across the United States and worldwide. The variability in placement and lack of access to general education for students with disabilities, particularly students with extensive support needs, are reasons to identify factors associated with placement and then address the role of current policy. Explored in this study were the placement of students with extensive support needs in 938 school districts across the State of California in the United States and the relationship between placement and economic and demographic factors. The Second Circuit Court of Appeals has declared that “Prior decisions of this Court are consistent with the Supreme Court’s decision in Endrew F.,” the 2017 Supreme Court decision interpreting the Individuals with Disabilities Education Act obligation to furnish students with disabilities free, appropriate public education. This Essay considers whether that statement is accurate, and concludes that while some of the past Second Circuit decisions fit comfortably with Endrew F. ex rel. Joseph F. v. Parents in disenfranchised groups, namely African American parents of children with special needs, are less likely to be involved in their child’s education, although involvement is associated with positive educational outcomes. The purpose of this study was to investigate African American parents’ perceptions of special education programs, of teacher actions, and of school policies that influence parent involvement of African American parents of children with special needs.

Special education-related lawsuits are a concern to school systems. They are time-consuming, expensive, and contentious. School and parental relationships become strained when litigation is involved. This study analyzed data from the Virginia Department of Education’s due process database over a 12-year period of time to note common disabilities involved in special education litigation. Specific characteristics from each case were noted to determine if there was a trend in the frequency of due process cases: the sex, grade, age, disability, and outcome. Augmentative and Alternative Communication (AAC) devices are essential to children with disabilities that result in complex communication needs (CCN) to fully participate in social and academic realms of life. As the numbers of culturally and linguistically diverse (CLD) learners in schools increase, so does the imperative to better inform instruction for CLD students who use AAC devices. This paper reviewed N=14 articles that emphasized CLD students who use AAC devices and their families. Intersectionality is a frame that explores the complexities of the interactions of markers of difference. This case study explores the experiences of students with disabilities who have dropped out of high school, so as to identify related factors that led to their decisions. Participants included both males and females who were designated as students with disabilities at Ridgeville High School (pseudonym for a Virginia high school) and who dropped out between their third and fourth years of high school, during the 2010 to 2014 academic years. This correlational research study examined the relationships between secondary general education teachers' attitudes toward inclusion, hours of professional development in topics related to special education and hours of support from special education personnel addressing the needs of students with disabilities received weekly. This paper analyses the descriptions of families of children with disabilities as contained in introductory special education texts over the last 50 years. These text books are typically used in pre-service teacher education courses as surveys of the education of ‘exceptional children’. The textbooks reflect the mainstream professional assumptions of the era about topics such as disability, special education, inclusion, and family/school linkages. However, they also shape the assumptions of the next generation of educators about these same topics. Educational reformers took advantage of the destruction of existing institutions to build a new system based on educational choice and dependent on charter schools to provide the choices.
