The main goal of this report is to document and assess the hiring and retention of Latino faculty, from all the different combined nationalities that fall within this particular U.S. Census rubric,at the selected sample of SUNY institutions. This is doneby rank and (where possible) by gender, beginning between 2000 and 2002 and ending either in 2009 or 2010 (depending upon the campus). Much of this data is compared tothat for African American, Asian, and non-Latino white faculty categories at the same SUNY institutions. Dual language programs can reverse the school segregation that results from tracking students by language ability. Such programs have been effective in positively influencing Latino students’ educational achievement. This research report draws attention to the quest of school leaders and parents to achieve successful academic results for immigrant students. In contrast to prevalent schooling practices in the United States, dual language programs are supportive in teaching children a new language. This study explores the level of compliance with New York State laws on bilingual education in selected school districts. Our assessment of compliance with New York State Education Department (NYSED) regulations on bilingual education is based on the 2008-2009 CR Part 154 applicationsfiled by the schools. The CRPart 154 applications we examined for this reportc ontain 2007-2008 data on the number of identified ELLs in each school, as well as the number of ELLs served by bilingual and ESL programs as reported by the schools. This qualitative case study explored how New York’s in-state tuition policy is being implemented for undocumented immigrants at two community colleges within the City University of New York (CUNY) system. This investigation discovered that CUNY has devoted its own resources in the development of workshops, training sessions, manuals, and centers to assist in the implementation of this measure. Also, this study found that — while these colleges and CUNY overall have made a commitment towards the successful implementation of this policy — undocumented immigrants still face barriers in obtaining in-state tuition rates. This paper calculates the economic consequences for the state of New York from failing to ensure that all students graduate from high school. The analyses in this report indicate that there are substantial economic benefits from raising the rate of high school graduation for New York state. These benefits can therefore be interpreted as the maximum amount that could be spent by federal and state/local governments on educational programs to improve the graduation rate.

We show in this brief how the Puerto Rican fulltime faculty at CUNY has been steadily declining while the number of Puerto Ricans earning doctorates has increased considerably since the early 1980s. This analysis intends to draw attention to this paradoxical situation by examining statistical information from dif-ferent data sources. Using various education and census databases 1this policy brief explores the Latino education pipeline in New York State and, where possible, uses disaggregated data to analyze the changes in educational enrollment, attainment, and achievement for Latinos between 1990 and 2000. The education pipeline represents the distribution of Latinos enrolled in pre-school through graduate and professional school in New York State as well as the education attainment levels of the adult population over 25 years of age.
