The Standards and Guidelines of the Reading Recovery Council of North America (1998) clearly explains the rationale for selection of children for Reading Recovery with a quote from Marie Clay. "Reading Recovery is designed for children who are the lowest achievers in the class/age group. What is used is an inclusive definition.
