Previous research on the reading abilities of Deaf individuals from various cultural groups suggests that Black Deaf and Hispanic Deaf individuals lag behind their White Deaf peers. The present study compared the reading skills of Black Deaf and White Deaf individuals, investigating the influence of American Sign Language (ASL), culture, family characteristics, reading experience, and education. (The descriptor Black is used throughout the present article, as Black Deaf individuals prefer this term to African American. For purposes of parallel construction, the term White is used instead of European American.) It was found that Black Deaf study participants scored lower on …

The present report is a companion report to the TEDS-M publication Policy, Practice, and Readiness to Teach Primary and Secondary Mathematics in 17 Countries: Findings from the IEA Teacher Education and Development Study in Mathematics (TEDS-M) written by Tatto et al., (2012). That report presented findings about the nature and content of teacher education programs in the 17 participating countries, as well as the mathematical knowledge and pedagogical knowledge of graduates from those programs. The article provides an overview of the mathematics assessment program of the Organization for Economic Cooperation and Developments’ (OECD) Program for Student Assessment (PISA). As such, it provides a comparative view of the PISA results for Canada, Mexico, and the United States. It outlines the program, its frameworks, and competencies PISA uses to describe the achievement of 15-year-olds in over 40 countries participating in the PISA assessments. Particular attention is given to the PISA conception of mathematical literacy and cross-disciplinary problem-solving. These two areas were a focus of the 2003 assessment.
