The internationalization of U.S. higher education has depended on leadership from a variety of sources in different strengths and purposes over time. The leadership shifted from President Lyndon Johnson's sponsorship of legislation, as part of a trilogy of legislation known as the Great Society, to a collaborative and at times competitive leadership marked by a struggle to establish international education as legitimate focus for higher education institutions. Leadership came in the form of advocates for international education who were drawn from the stakeholders. [Excerpt] In this chapter, I present a case study of a department at a large research university in which the use of non-tenured faculty increased dramatically over three decades. I begin by examining the historical sources of the expansion. I describe the arrangements that were implemented to resolve these problems. These arrangements exemplify many of the “best management practices” for non-tenure-track faculty mentioned earlier. Based on discussions with non-tenure-track and tenure-track department members and university administrators, I assess the effectiveness of these employment arrangements in resolving problems and the general consequences for the department of having a large contingent of …

In this study, we examine agenda setting by the U.S. Supreme Court, and ask the question of why the Court allocates more or less of its valuable agenda space to one policy issue over others. Our study environment is the policy issue composition of the Court's docket: the Court's attention to criminal justice policy issues relative to other issues. We model the Court's allocation of this agenda space as a function of internal organizational demands and external political signals. We find that this agenda responds to the issue priorities of the other branches of the federal government and the public. …
