School counselors are at the forefront of efforts to improve the college readiness of K-12 students. It is clear that many roadblocks exist with regard to college readiness and adequate access to college counseling. Many public schools serving minority, first-generation, low-income students have school counselors with large caseloads and numerous non-counseling duties leaving them with little time to spend on college counseling (Clinedinst, Koranteng, & Nicola, 2015). This research is a qualitative case study of graduate certificate programs offered in college counseling in the United States. This study presents historical and current information about eight different college counseling certificate programs and seven themes that describe these programs in the context of national college access and college readiness goals. Eight programs were identified at four schools in California, one school in Michigan, one school in Minnesota, and one school in Massachusetts. This research project collects demographic, fiscal, and assessment data from Idaho school districts that have a high school and that report senior ACT scores. Analysis of the data indicates statewide correlations between local economic revenue indicators (local revenue per student, household median income, and percentage of local funding per student) and Idaho high school graduating seniors’ composite ACT scores. This research project indicates: (1) A strong relationship between Idaho school districts’ local revenues and their seniors composite ACT scores; (2) A strong relationship between Idaho high schools amount of local revenue per student and minimal ACT benchmarks not met by …
