The pathos of radical academia: notes on the impact of neo-liberalism on the universities, especially the audit culture, the production-model, casualization, academic scholarship, academic writing, peer reviewing, and open access. The authors suggest ways scholars can be radical within, and outside, of neoliberal academia. Part I, 'Missing in Action' appeared as an Academia.edu session in May 2015, where it attracted many comments. Part II, 'What Can Be Done?' is the authors' response to these comments. Upjohn Institute staff will recalculate the costs of the Challenge Scholars program under various scenarios based on program changes being considered by the Grand Rapids Community Foundation. The cost estimate will be based on program guidelines and proposed scholarship amounts provided by the Grand Rapids Community Foundation, and that it will build upon previous modeling undertaken by the Upjohn Institute.

Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members will assess the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members will present a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. We will estimate a cost and make funding strategy suggestions.

The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. In order to study whether universal college scholarships can reduce inequality in education, we study one aspect of the Kalamazoo Promise that resembles a “natural experiment.” We use the fact that the surprise announcement of the scholarship created a large change in expected college tuition costs that varied across different groups of students based on past enrollment decisions. Using a differences-in-differences analysis, we compare the outcomes of Promise-eligible students to ineligible students, before and after the Promise. Outcomes studied include college enrollment, whether the student has obtained a college degree, and after-college earnings. We use the economical and racial diversity …
