Reforming schools and improving student achievement levels are priorities for governments around the world. In Australia over the past decade, State, Territory and Commonwealth governments put considerable effort into improving the quality and equity of school education. These initiatives included the various National Partnership Programs.
The results of international surveys show that, despite reform efforts, there was little improvement in the performances of Australian students over the past decade. The period 2000 to 2012 saw a significant decline in the reading and mathematical literacy levels of Australian 15-year-olds as measured by PISA, and results from TIMSS confirmed a general lack …

Developing School Based Decision Making Capacities In Kentucky: Communication Satisfaction After The Pilot Year, Jane Clark Lindle

Among several innovations in public school curriculum and financing, the 1990 Kentucky Education Reform Act (KERA) also included a school-governance provision. School-Based Decision Making (SBDM) Councils include administrators, teachers, and parents in addressing school-level curriculum and instructional issues. These groups have not had a history of collaboration. This paper presents findings of a study that described the developing relationships among these constituent groups at the end of the pilot year. The article describes multicultural reform projects at an urban college of education including analyses of student's descriptions of their experiences in urban schools, the results of a faculty diversity self-study group and issues arising from culturally responsive pedagogy in an early childhood teaching class. The author's assertion that diversity education is an essential part of teacher education is discussed, and the importance of continuous critical analysis of teacher education is emphasized.

Principles Of Leading Change: An Inductive Analysis From Post-Katrina New Orleans, Brian R. Beabout

Despite over forty years of research on theories of educational change, little is known of the change theories-in-use of school-based administrators, often tasked with implementing externally imposed reform mandates. Capitalizing on the unique case of post-Katrina schooling, this qualitative study examines the ways in which ten principals spoke about leading change in their schools. In a city where the district has been almost wholly decentralized, these principals are not implementing changes decided upon by superiors, but have significant autonomy in their choice of change goals and change processes.
