This article critically examines the sense-making processes of key stakeholders of Singapore’s education: a historically dominant city-state, highly- qualified teachers, and high-performing students. The article interrogates the Teaching Schools Learning Nation policy initiative deployed toward achieving a knowledge-based economy. The article uses micropolitics in exploring issues that stakeholders face in the midst of globalization. Findings from research at the Centre for Research in Pedagogy and Practice at the National Institute of Educa- tion support key arguments. This chapter critically discusses the key characteristics and ideological assumptions of neo-liberal education policy, and its impact on curriculum reform in China. To illustrate the adoption and consequences of neo-liberal education policy in China, this chapter focuses on recent curriculum reform in Shanghai. It is argued that there is a shift, through the implementation of neo-liberal education policy, from a “one-size-fits-all” educational model to one that focuses on individual interests and needs in China. The purpose of this research inquiry focuses on how school leaders ‘make sense’ of educational reform in their local contexts. In order to do this, an exploratory qualitative case study of two schools that took part in policy reform initiatives directed at ubiquitous use of information communication and technology (ICT) in the Singapore city–state context is undertaken. Using focus group discussions (FGDs), interviews and observations this inquiry investigates and builds emerging explanations to sense-making experiences of actors in the midst of reforms. This inquiry attempts to address the question: How has the Singapore city-state used its education system in integrating three important cornerstones of nation-building? Using selected data from the National Orientations of Singaporeans Survey complemented by policy documents, this article explores three specific questions: (1) How is citizenship education pursued? (2) How is national identity forged? And (3) How is political socialization engendered? The inquiry concludes with challenges that the Singapore education system faces as it tries to address its nation-building project.

The Philippine Department Of Education: Challenges Of Policy Implementation Amidst Corruption, Vicente Reyes

This inquiry interrogates the experiences of local implementation actors of the Philippine Department of Education as they navigate through reform efforts within systemic corruption. Departing from dominant analytical paradigms centred on patron– client frameworks, the article introduces the typology of complex linkages where local actors play their roles as they find themselves trapped in between the powerful discourse of reform on the one hand and corruption on the other. Empirical findings of how local actors make sense of the challenges of reform amidst corruption as well as reflections towards greater analytical clarity are proposed.

This article is subdivided into three closely linked parts. It initially starts with a description of the background and objectives of the Textbook Delivery Program (TDP). This is followed by an analysis of the factors of implementation on the basis of the field notes gathered during the inquiry. An analysis of the impact of these factors on policy implementation is highlighted in this section. The succeeding part explores cases of corruption and its intervening effects on TDP.

This article contextualises corruption and implementation as it occurs in the Philippine Department of Education (DepEd). Described as a national agency suffering from 'systemic corruption,' an in-depth qualitative case study analysis of one of its programmes is imperative. Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’.
