This report presents the findings of the 2013 National Assessment Program – Civics and Citizenship (NAP – CC) and is conducted under the auspices of the Standing Council on School Education and Early Childhood (SCSEEC) Education Council. Under the National Assessment Program, the Civics and Citizenship sample assessment is administered to a representative sample of Year 6 and Year 10 students on a triennial cycle. After three rounds of assessments – which were undertaken in 2004, 2007 and 2010 – this report looks at the 2013 assessment and examines emerging trends. In this chapter, we describe the development of the international questionnaires for students, teachers, school principals, information and communication technology (ICT) coordinators, and national research centers. The student questionnaire was designed to gather information about students’ personal and home background as well as use of and familiarity with computers and computing. It included questions relating to students’ background characteristics, their experience and use of computers and ICT to complete a range of different tasks in school and out of school, and their attitudes toward the use of computers and ICT. The International Civic and Citizenship Education Study (ICCS 2009) investigated the ways in which countries prepare their young people to undertake their roles as citizens. It studied student knowledge and understanding of civics and citizenship as well as student attitudes, perceptions, and activities related to civics and citizenship. ICCS also examined differences among countries in relation to these outcomes of civic and citizenship education, and it explored how differences across countries relate to student characteristics, school and community contexts, and national characteristics. This report describes results from the Asian regional module of the International Civic and Citizenship Education Study (ICCS). The five countries from the Asian region that participated in the international study—Chinese Taipei, Hong Kong SAR, Indonesia, the Republic of Korea, and Thailand—also participated in the Asian regional module. Each of these countries is located in either eastern or southeastern Asia. The International Civic and Citizenship Study (ICCS) is the third lEA project investigating the role of schooling in preparing young people for their roles as citizens in society. The first study in this area began in 1971. The second Civic Education Study was undertaken in 1999. Almost 10 years on, global change has again prompted a new survey of civic and citizenship education. Amongst other considerations, the growing impact of the processes of globalization, external threats to civic societies and their freedoms, and the limited interest and involvement of young generations in public and political life. The aim of ICCS is to report on student achievement on a test of conceptual knowledge and understandings in civic and citizenship education. It also intends to collect and analyze data about student dispositions and attitudes relating to civic and citizenship education. This publication contains the ICCS assessment framework, which provides the blueprint for the assessment of the outcomes of civic and citizenship education. Discrimination on the grounds of sexual orientation, race, mental and/or physical disability, religious background, HIV/AIDS status, and ethnic origin affects the well-being of minorities and society in general. Recent research in North America underscores the importance of contact with diverse networks, intergroup discussions, a social dominance orientation, religious beliefs, and the school climate, among other factors, to explain tolerance for minorities. Theoretical and empirical work in Latin America is less extensive and has been limited by the lack of quantitative data. The 2009 IEA study of civic and citizenship education (ICCS), conducted in 38 countries around the world, built on the previous IEA studies of civic education, but took place in a context characterized by significant societal change, including the rapid development of new communication technologies, increased movement of people between countries, and the growth of supranational organizations. The data gathered from more than 140,000 students and 62,000 teachers in over 5,300 schools during the course of the study offers information that countries and education systems worldwide can use to inform and improve policy and practice in civic and citizenship education. …

The International Civic and Citizenship Education Study (ICCS) studied the ways in which countries prepare their young people to undertake their roles as citizens. ICCS was based on the premise that preparing students for citizenship roles involves helping them develop relevant knowledge and understanding and form positive attitudes toward being a citizen and participating in activities related to civic and citizenship education. These notions were elaborated in the ICCS framework, which was the first publication to emerge from ICCS (Schulz, Fraillon, Ainley, Losito, & Kerr, 2008).

The International Civic and Citizenship Education Study (ICCS) included regional modules for Europe, Latin America, and Asia. Thirty-five of the 38 countries that participated in ICCS opted to be involved in these regional modules. Twenty-four countries participated in the European module, six in the Latin American module, and five countries in the Asian module. Regional instruments were developed for each module and were administered to students after they had completed the international assessment. This current publication, Citizenship and education in twenty-eight countries, presents the first results of Phase 2 of the study.
