The increasing demand for performance assessment of speaking skills in second languages has led to logistic complications, for example, the delivery of tests in overseas locations. One solution to the problem has been to train native interlocutors to carry out a series of oral interactions with the candidate, with assessment from audiorecordings of the test session postponed and conducted centrally by a small team of trained raters. But these procedures raise questions about the effect of such facets of the assessment situation as interlocutor variables and the quality of the audiotape recording. This project aimed to explore the school based assessment of levels of student performance on the constructs nominated by the Mayer Committee in their report 'The Key Competencies (1992)'. In a trial assessment 110 teachers in 10 schools across the country were asked to give global assessments of each of the key competencies for a total of 629 Year 11 students they were currently teaching using the key competencies framework developed for the purpose during the project. A multidimensional Rasch-type item response model, the multidimensional random coefficients multinomial logit model, is presented as an extension to the Adams and Wilson (1996) random coefficients multinomial logit model. The model is developed in a form that permits generalization to the multidimensional case of a wide class of Rasch models, including the simple logistic model, Masters' partial credit model, Wilson's ordered partition model, and Fischer's linear logistic model. This report of the study of year 11 economics students in the Capricornia region of Queensland is comprised of descriptive statistics and results of the economic literacy survey conducted in September 1997. For the purpose of this study, economic literacy was defined as the knowledge required to understand news about economic issues in the media. The Third International Mathematics and Science Study (TIMSS) is a survey of mathematics and science achievement sponsored by the International Association for the Evaluation of Educational Achievement. With more than 45 participating countries, three target populations, more than thirty languages, 15,000 schools, more than half a million students, TIMSS is the largest and most ambitious international study of educational achievement ever undertaken. Students participating in the assessment were administered one of eight achievement tests that contain items in mathematics and science, using a variety of item formats. This chapter focuses on Rasch measurement and extends it to multidimensional Rasch models. The author first clarifies multidimensionality at two levels: the item level and the test level. With this two way classification, three kinds of tests are formed: undimensional tests, multidimensional between-item tests, and multidimensional within-item tests. The author describes a multidimensional Rasch model, the multidimensional random coefficients multinomial logit (MRCML) model, for multidimensional tests. The model, when applied to multidimensional between-item tests, is more efficient than are unidimensional models in terms of model fit and reliability indices. This thesis describes a research study that investigated associations between teachers' perceptions of principals' interpersonal behaviour and psychosocial environments of secondary schools in Australia. In the past 25 years, much attention has been given to the development and use of instruments to assess the qualities of the classroom and school environment from the perspectives of students and teachers. A new instrument (the Principal Interaction Questionnaire) was developed and validated to measure principals' interpersonal behaviour as perceived by their teachers. There are three methods of maximum likelihood estimation that are commonly used with Rasch item response models: Joint maximum likelihood, which provides point estimates for both person and item parameters; conditional maximum likelihood, which produces estimates for the item parameters only, and marginal maximum likelihood, which produces estimates of the item parameters and parameters of the distribution from which it has been assumed that the persons have been sampled.
