School District Performance Under The Mcas, Jie Chen, Thomas Ferguson

New England Journal of Public Policy

Education reform has spawned efforts to test learning across the nation. This paper analyzes the determinants of Massachusetts’ school district test scores under the state’s high stakes testing program, MCAS. The study is the first to demonstrate direct links between improvements in MCAS scores and state aid to school districts. The authors estimate “value added” for each school district in the state. The list of schools with high value added produces real surprises — while some affluent districts do well, others rank at the very bottom. The author defines culturally responsive leadership as "essentially a process" by which communities create systems that support democratic education. The author explores relevant education scholarship and literary texts to better define "democratic freedom," and the essay examines issues related to democratic education and the role of educators and community members in creating democratic schools. The author argues that humanistic, child-centered, democratic schools are not only essential for the development of the sense of self that enables one to experience true freedom, but democratic schools are also necessary to the goal of changing the conditions that create inequities. Over-Representation Of African-American Students In Special Education: The Role Of A Developmental Framework In Shaping Teachers' Interpretations Of African-American Students' Behavior, Valerie Maholmes, Fay E. Brown

The authors draw on the findings of gestalt psychology to demonstrate how teachers' views of African American learning styles and behavior can determine whether these will be pathologized or supported by the educational system. The disproportionately large numbers of African American youth incorrectly assigned to special education courses indicate a lack of clarity in disability criteria and indicate also the use of a "deficit model" or perceptual lens through which teachers assign negative meanings to the behavior of African American students. Alternative public schools have evolved from their origins in school choice and the progressive education movement of the 1920's into a system of schools that have become the assigned "dumping ground" for a population of ill-prepared, behaviorally disruptive youth, a population that is also disproportionately composed of minority students. Research suggests these schools fall short of providing an optimal educational opportunity for their students. There are multiple factors that place alternative school administrators "at risk" of failing in their charge to educate. The author presents a review of literature on conditions and circumstances that cause youth to drop out before finishing high school. The essay explains the key features of both cultural and structural theories of low academic performance, and the author argues these theories might profitably be fused in order to formulate effective dropout prevention/intervention policies. The author recommends use of the public health model for prevention and intervention and synthesizes the findings of three recent reports on effective dropout programs.

Extending Learning Opportunities In The Basic Communication Course: Exploring The Pedagogical Benefits Of Speech Laboratories, Stephen K. Hunt, Cheri J. Simonds

Basic Communication Course Annual

This study asked 527 students enrolled in a basic communication course to evaluate the efficacy of a speech lab in relation to speech requirements stipulated by their instructors. In addition, the researchers examined the scores of 435 student speeches to determine if students who visited the lab earned higher grades compared to students that did not visit the lab. Results showed that (a) most instructors require their students to visit the lab before at least one speech, (b) the vast majority of students perceive the help they receive in the lab to be very useful, and (c) students who visit …

Storm Deposition Of Pisoids In The Humboldt Oolite Member Of The Gilmore City Formation (Mississippian), North-Central Iowa, Shawn C. Thomas, John R. Groves

Pisoids (concentrically laminated carbonate grains, > 2 mm in diameter) are abundant in the upper Humboldt Oolite Member of the Gilmore City Formation (Mississippian). Their cortices are isopachous and nuclei include both intraclasts and fragments of preexisting

pisoids. They occur both as floating grams m a fine grainstone matrix and concentrated at the bases of distinct layers that may be crudely graded beds. Sorting characteristics and the presence of broken and abraded pisoids suggest not only their origin as primary free grams, but also storm influence in the deposition of local pisolite layers. Effects Of Field Size And Landscape Composition On Grassland Birds In South-Central Iowa, David Joseph Horn, Rolf R. Koford, Malinda L. Braland

Many species of grassland birds have been shown to avoid smaller fields. The avoidance of smaller fields, however, has not been consistently reported; avoidance may occur in one study, but not in another. To examine one possible reason for these inconsistencies, we examined how landscape composition influenced the relations between occurrence or abundance and field size. The study took place during the 1998 breeding season on 44 Conservation Reserve Program (CRP) fields located in Adair, Ringgold, and Union counties. The relations between occurrence, abundance, and field size were not influenced by landscape composition for any species.

Since its inception in 1984, data from the annual Iowa "Winter Bird Feeder Survey" have provided valuable information about birds that use feeders in Iowa such as spatial and temporal population trends. Using data from the 1988 and 1994 Surveys, we examined how the occurrence of bird species that use feeders was influenced by geographic location, the habitat surrounding a house, and the types of seeds offered at a house. Of the 23 species examined, the occurrence of 8 species was influenced by latitude, 22 species were influenced by the habitat surrounding the house, and 22 species were influenced by …

Gray leaf spot disease, caused by Cercospora zeae-maydis Tehon and Daniels, has become a significant disease in Iowa corn (Zea mays L.) production. Incidence of gray leaf spot has increased with the increased use of conservation tillage practices. The inheritance of resistance to gray leaf spot was studied via use of generation mean analyses for five crosses and via use of 100 S1 progenies developed from an F2 population. Experiments were conducted at two locations that included either natural or artificial inoculation with C. zeae-maydis spores. Additive and dominance effects were significant in nearly all instances. Switchgrass (Panicum virgatum L.) is a native perennial prairie grass that is now cultivated as a forage crop and a biomass crop for renewable energy. Biomass yields of switchgrass in southern Iowa have recently dropped significantly in some fields and the reduction has been attributed to disease. A disease survey was conducted in 1999 to assess the prevalence of major diseases in Chariton Valley switchgrass production. There were disease symptoms present on switchgrass plants in each field and thirteen fungal species were identified from leaf, stem, and root samples. Two pathogenic fungi, Tilletia maclaganii and Colletotrichum graminicola, were present in …

Paul A. Johnsguard has established himself as one of the most prolific natural history writers in the recent past. Indeed, before I could finish reading Prairie Birds, the University of Kansas Press sent me The Nature of Nebraska, also by Johnsguard. These works follow closely after This Fragile Land, A Natural History of the Nebraska Sandhills (1995), which I favorably reviewed a few years ago, also about the Great Plains. The Iowa driftless region occupies an area of about 9,000 km2 in the northeastern corner of Iowa and is drained by relatively old entrenched meandering streams. The Upper Iowa River and Turkey River are the largest of these streams. During the period from June, 1999 to October, 2000, a total of 193 sites were surveyed for mussels from the Upper Iowa River, the Turkey River, and their main tributaries. Surveys were conducted by hand using a 10 m bank-to-bank search at each site. Data analysis was facilitated using ArcView GIS. The presence of mussels was recorded at 75% of …

The question of why more high school students do not go on to college has been the focus of recent research at the Mitchell Institute. Quint and Plimpton summarize this research, which involved more than 2,500 Maine students, educators and parents. They find that financial barriers are only one piece of a complicated puzzle. Other barriers include parental attitudes, whether any family members have attended college, the high school experience (i.e., what track the student is placed in), the quality of career planning in school and at home, and the level of active planning for college (while many students say …

Numerous studies have indicated that listening is instrumental for academic and professional success, and most students receive listening instruction only in the basic communication course. This study analyzed the treatment of listening in the 17 most widely used basic communication course textbooks. The majority of the textbooks did devote at least one chapter to listening; however, the treatment was generally light, atheoretical, and lacked substantive listening scholarship.
