A survey of the Atlanta metropolitan area reveals a growing trend in African-American church sponsored schools. The emergence of these schools is curious in that it is counterintuitive to the protection of the public school system on which the majority of African-Americans rely; the schools are mainly in the suburbs where the public schools offer relatively high standards of education; and there seems to be no public debate accompanying a trend that is likely to have far-reaching public policy implications. Alternative public schools have evolved from their origins in school choice and the progressive education movement of the 1920's into a system of schools that have become the assigned "dumping ground" for a population of ill-prepared, behaviorally disruptive youth, a population that is also disproportionately composed of minority students. Research suggests these schools fall short of providing an optimal educational opportunity for their students. Race, Ethnicity, Class, And School Dropouts: A Policy Perspective, Richard C. Verdugo

The author presents a review of literature on conditions and circumstances that cause youth to drop out before finishing high school. The essay explains the key features of both cultural and structural theories of low academic performance, and the author argues these theories might profitably be fused in order to formulate effective dropout prevention/intervention policies. The author recommends use of the public health model for prevention and intervention and synthesizes the findings of three recent reports on effective dropout programs.

On September 1, 1978, I assumed responsibility for what was then known as the Office of Minority Student Programs at Boston College. The significant underrepresentation of people of color in all occupational fields is clearly indicative of the exceptionally low percent of people of color in graduate and professional schools in America. In Reflections of an Affirmative Action Baby, Stephen L. Carter, an Afro-American law professor at Yale University, has written a wide-ranging book on affirmative action policy. Like numerous other books on the subject, Carter covers the issues of its legitimacy as policy, white opposition, impact on black mobility, and contradictions faced by universities in administering affirmative action.
