Japan has been undergoing educational reforms as social changes continually spur especially with the advent of globalization. With special needs children in its populace, the country lays down its own educational paradigm. This aims to discuss the two scenarios in the Japanese educational system, the inclusion and the institutionalization, which serve as answers to the schooling dilemma of children with disabilities. Inclusion is a confusing issue since it is not explicitly stated in the nation’s public education rulings but in practice, there is inclusion.
