The ideology behind private school choice endures in South Carolina. Arguments for parental choice have resurfaced periodically throughout the state’s history, particularly in moments of “crisis.” The current “crisis” moment is the COVID-19 pandemic, which created a perfect storm for the private school choice movement to gain momentum. When Governor McMaster received South Carolina’s emergency education relief funds, he capitalized on this movement with his proposed SAFE Grants program. His intention was for the SAFE Grants program to provide support through one-time tuition grants to low-income families who have children in private schools. The following research aims to explore and compare the assets and drawbacks of the public preprimary education systems in Estonia and South Carolina for the purpose of developing policy recommendations for altering funding systems to expand access. First, preprimary education is defined along with its importance, effectiveness, and affordability. Next, funding continuity and public funding are discussed with relation to public preprimary programs. Then a basis is established for comparing Estonia and South Carolina. “Turning Points” captures the inflection points that define local community leaders’ identities and passions, whether life-altering experiences or fleeting moments of realization. Through examining the evolving life stories of community leaders in the South Carolina Midlands, this creative project explores how turning point experiences impact people’s leadership and personal development and profiles these stories in a photo book to effectively share these stories with a broad audience. Preliminary research was conducted on identity development, turning points, and emotional intelligence in relation to leadership theory and practice.
