Western has an access problem. While more students than ever want to come to Western, more students than ever are having to be turned away. There simply isn't the space. Fueled by the University's continued emphasis on academic excellence, regular placement among regional "best" in national publications, and the population influx known as the baby boom echo, Western has been inundated with the state's college-bound population. The Washington State Legislature, the Higher Education Coordinating Board, the Office of Financial Management-these bodies plus average citizens are hopeful that Western can address the access issue and let more students in. During the spring, 1995, Western students who had taken the fall, 1991, Freshman Survey (technically, the Cooperative Institutional Research Program Student Information Survey) were sent a follow-up questionnaire, the College Student Survey (CSS)--referred to in this report as the Senior Survey. (As with the CIRP Survey, the CSS instrument was developed by the Higher Education Research Institute. a part of the Graduate School of Education at the University of California, Los Angeles.) Introduction Students' ability to complete degrees in a timely manner has become one of the key new issues in higher education. Enrollment increases along with resource cuts have created increasing problems for student progress, which Western has been confronting through curricular changes, enrollment management policy changes, and higher workload for faculty and staff. At the same time, increases in tuition have highlighted students' felt need for efficient progress. Two recent findings illustrate the impact of these pressures on the university. Executive Summary: During the 1962-63 academic year, Western participated in a nationwide survey on cheating. In 1993, that survey was recreated and readministered, nationally and at Western, through the auspices of The Center for Academic Integrity--located in the Graduate School of Management at Rutgers University. For the 1993 administration, 302 valid survey forms were obtained from Western students, compared to 54 responses from students in 1962. In both years survey respondents were mostly female (53.7% in 1962 and 63.8% in 1993), and mostly white, non-Hispanic (100% in 1962 and 92.1% in 1993). EXECUTIVE SUMMARY: Between Summer, 1992 and Spring, 1993, 403 Masters degrees were awarded at Western. The first survey of Masters recipients by the Office of Institutional Assessment and Testing, conducted in Spring, 1994, contacted 290 (72.9%) of them. The majority of Western's Masters recipients (58.6%) are women. One in six (18.1%) are not U.S. citizens; fewer (5.8%) are U.S. minority group members. Ages are diverse. The oldest was 63 at graduation; the youngest, 23. One-fourth (28.9%) were over 40. Over half (57.1%) received their undergraduate training in Washington, 28.9% at Western. Executive Summary: In 1991 the United States Congress passed the Student Right-to-Know and Campus Security Act requiring colleges and universities to disclose, among other factors, the graduation rates for all full-time entering students pursuing degrees. In keeping with the federal legislation, Washington State's legislature, in 1993, passed SHB 1580, the "time-to-degree" bill requiring the state's colleges and universities to develop plans that will shorten existing time-to-degree rates and subsequently improve both degree persistence and graduation rates. Both legislative actions guided the contents of this report. The faculty, staff, and administration at Western Washington University have been acutely aware of their …
