The purpose of this study was to analyze the factors which led to a reduction in force and the procedures which were used in reducing certified personnel by 14% in the Roxana Community Unit School District #1 in 1976. The school board had used a RIF policy with which it was pleased, but which had made teachers unhappy. Was this just a natural reaction from any teacher organization or were the board and administration inadequately prepared for the major decisions made, when compared to the provisions and preparations made by other school boards across the state of Illinois? The purpose of this field study is to explore the need for a building program, to give recommendations for the best building site and why, and to check the feelings of the community on the passing of a referendum in Community Unit #3, Palestine, Illinois.

This study included an evaluation of both the elementary and the high school buildings. This included the condition and availability of classroom space and special education space.

The best possible site for a building program and reasons for the choice site were considered.

Section 2-3.27 of the School Code of Illinois requires the State Superintendent of Education to formulate and approve forms, procedures, and regulations for school districts in proper accounting of all receipts and disbursements; and to publish and keep current manuals, in loose-leaf form, relative to budgetary and accounting procedures.

At the present time the state has issued two accounting guidelines, the Illinois Financial Accounting Manual and the Illinois Program Accounting Manual. The field experience consisted of updating the needs assessment and the Title I Project Proposal for the 1978-79 school year for Pittsfield Community Unit District #10.

One measure of the level of achievement for the students was the use of the 1977 results of the annual testing program. Test scores from the Metropolitan Readiness Test for grade one, the S.R.A. Achievement Test for grades two through eight, and the California Achievement Test for grades nine through twelve were used. The Field Study consisted of an internship in administration. An internship in administration in the field of vocational education appeared most beneficial to interests and objectives of the writer. The internship was served under the supervision of the director of vocational education and athletics. Activities in which the writer was involved within the athletic department offered limited value towards administrative experience beyond general supervision at athletic events.
