Interest has been growing in regard to increasing the public health workforce and standardizing training to ensure there are competent professionals to support rebuilding and reinforcing the public health infrastructure of the United States. The need for public health leaders was recognized as early as the hookworm control campaign during 1909–1914 when it became apparent that prevention of disease should be distinct from clinical medicine and should be conducted by professionally trained, dedicated full-time public health practitioners. This article takes issue with an ABA committee’s statement that “no question of the Bill of Rights is involved” when state universities deny guest speakers from the Communist party access to university facilities. This argument relies on principles of equal protection, free speech, and the doctrine of reasonable time, place, and manner.
