Over the next ten years, the United State government forecasted a shortage of one million science, technology, engineering and mathematic (STEM) workers. This shortage of STEM workers can adversely impact the global competitiveness and sustainability of America. Within the workforce, African Americans are grossly underrepresented. The emerging body of knowledge has derived a process by which potential engineers make be identified. There is wide recognition in the body of knowledge that developing engineers have growth mindsets; strong math and science skills; and associate in engineering communities of practice. Dominant theories relating to outcome-based learning and workforce competency were synthesized into a singular outcome-based competency model to evaluate systems engineering training. A baseline model was developed using leading theories from the academic literature pertaining to competencies for systems engineers across three categories: cognitive, skill-based, and behavioral. The model was further refined via qualitative and quantitative analysis of formal interviews of subject matter experts in the field of systems engineering workforce management. The refined model classifies 28 critical competencies for systems engineers into three tiers of workforce functionality: foundational, specialized, and leadership. The starting point of this study was to understand the possible causes of evaluation system change in a military academic environment. With that motivation the objectives of this study were defined as examining student profiles in a military academy, establishing the nature of academic performance, comparing student groups that were identified by course scores, analyzing student performance changes over time and developing a manageable evaluation system and curriculum by comparing different scenarios.

This research was conducted to observe the self-reflections of an organizational participant group to further understand the organizational learning phenomenon. The participant group consisted of the 15 managers, spanning three levels of management, of a large engineering group in the southeastern United States.
The intent of the research was to generate theory, rather than to test theory. To accomplish this objective, a qualitative research methodology in a participatory action framework was modeled from Keating's (1993) Organizational Learning Process (OLP) to co-construct participants' organizational reflections. This research concerns itself with Participatory Action Research in a hostile setting. The thrust is a sociotechnical one, with the intent being to enhance the capacity of the Wallop Public School System, Wallop, USA, to address its problem of racial disparate treatment of Black children. The potential for Organizational Learning among the school system's senior staff is studied. Some new theory about such hostile interventions is proposed. Also discussed are questions about reliability and construct validity within the context of the multiple role playing that an interventionist has in this setting.
