This study’s focus was the lived experiences of school superintendents about inconsistencies in gifted and talented education policy and ensuring the superintendents’ direct subordinates develop, utilize, and implement equitable gifted identification policies and practices, specifically for culturally, linguistically, and economically disadvantaged (CLED) students. The purpose of this qualitative case study was to identify factors that influence retention of school superintendents in rural Texas. Constant turnover in the position of superintendent has created inconsistent learning environments for students and unstable working environments for staff. Small, rural schools have often served as steppingstones for superintendents who use their experience in these small rural districts to obtain positions in larger, suburban schools. This modified replicated study used a survey with ranking and multiple choice. This qualitative study was designed to investigate the methods of practice employed by Texas school superintendents who have completed a doctoral program centered on scholar–practitioner leadership. The purpose of this study was to explore and describe how serving superintendents apply their prior learning and knowledge to the articulation and translation of their district’s mission/vision. The study described how six serving superintendents translate theory to practice by inquiring how each participant articulates the district’s mission/vision. In June of 2006, Urban School District appointed the individual who is the focus of this study, a retired Air Force Two Star Major General, as its new superintendent. Although the appointment represents the first nontraditional superintendent to lead Urban School District, it was one of several such appointments to large, urban school districts throughout the nation.
