An Empowerment Evaluation Of Colorado Mountain College’S Mountain Scholars Program Via Latino Alumni Aspirational Goals And Outcomes, Laura Anne Bruch

This qualitative inquiry evaluated Colorado Mountain College’s (CMC) in-house Mountain Scholars Program (MSP) via semi-structured interviews with five of its Latino alumni. This study’s assets-based social justice/transformative philosophical framework included David Fetterman’s methodological empowerment evaluation and Tara Yosso’s conceptual community cultural wealth (CCW) theory. This dissertation in practice examined the gap in literature with regards to an in-house student support services program evaluation that partners with the community and focuses on Latinos’ aspirations and aspirational outcomes. Despite decades of initiatives, engineering education continues to lack diversity. The proportion of women, BIPOC, LGBTQA+, low-income, first-generation, and disabled students in engineering education remains below national population levels. The culture of engineering is a barrier to increasing participation in engineering for students from these communities. The purpose of this dissertation study was to explore the experiences of underrepresented engineering students as they are socialized into the culture of engineering. I theorized a novel conceptual framework called creative materialism that combines culturally responsive methodologies, new materialist theory, and arts-based research methods. More students with disabilities are present on higher education campuses. This study examines enacted legislation of the 50 United States throughout an 11-year period of students with disabilities in higher education. Racialization of disability and representation in states’ legislation is examined. As the student body expands on higher education campuses, diversity comprehensively racially, ethnically and culturally grows. Four major federal laws: Americans with Disabilities Act and Amendments Act, Rehabilitation Act of 1973, and Individuals with Disabilities Education Improvement Act of 2004 form the state disability legislation backbone applicable to postsecondary students. Although education continues to be a pathway for social mobility, disparities remain in post-secondary attainment for traditionally marginalized populations such as the half-million youth in foster care (Children's Bureau, 2016). Due to multiple personal, social, and system barriers, only 46% of foster youth will earn a high school or GED diploma, and less than 3% will enroll in postsecondary education (Naccarato, Brophy & Courtney, 2010; Sarubbi, Parker, & Sponsler, 2016). The purpose of this study was to determine ETSU faculty attitudes and student perceptions in providing academic accommodations to students with disabilities.

Participants of the study were ETSU students with disabilities who are registered with the Disabilities Services office and faculty members of ETSU. Students with disabilities were interviewed. An online survey was sent to faculty members via the ETSU email system. Disability law and disability compliance year books served as the primary documents that were reviewed for pertinent information.
