Problem. The South American Division of the Seventh-day Adventist Church is studying the possibility of offering graduate theological education in its own territory. According to curricular theory, decisions regarding curricula should be based on studies of the society in which the school functions, studies of the nature and status of the discipline, and studies of the needs and aspirations of the learners. Problem. The process of carefully planning school facilities to accomodate and support a particular educational program is but a recent addition to educational theory and practice. In fact, the use of educational specifications, in which educators describe how a school will operate, and thus guide the architects in their process of design, has developed within the same general period of time during which schools have grown in size and complexity (Callahan, 1962; Roaden, 1963). Problem. During the period 1962-1976, the Government of Trinidad and Tobago directed very specific attention to the development of education in general and secondary education in particular. Three major documents related to educational planning were prepared. A survey of the literature revealed that a detailed analysis of educational planning in Trinidad and Tobago had not yet been undertaken. The purpose of the study was to analyze the planning process in secondary education in Trinidad and Tobago during the period 1962-1976.
Method. The design of the study conforms to the pattern of descriptive research. The nalysis was based on seven points …
