School District Consolidation Policies: Endogenous Cost Inefficiency And Saving Reversals, Mustafa U. Karakaplan, Levent Kutlu
Economics and Finance Faculty Publications and Presentations
Some education policy studies suggest that consolidation of public school districts saves resources. However, endogeneity in cost models would result in incorrect estimates of the effects of consolidation. We use a new stochastic frontier methodology to examine district expenditures while handling endogeneity. Using the data from California, we find that the effects of student achievement and education market concentration on expenditure per pupil are substantially larger when endogeneity is handled. Our findings are robust to concerns such as instrumental variable adequacy and spatial interactions. Our consolidation simulations indicate that failure to address endogeneity can result in unrealistic expectations of savings.

The article explores popularity of baseball in the U.S. during 1934 when the country was struggling to recuperate from a near economic collapse sparked by the stock market crash nearly five years earlier. It reports that in August 1934 baseball team McAllen Lions were traveling to Mexico City to take on the Aztecas billed as the championships of the republic during hard economic times when drought plaguing some parts of the county.

Latina School Leadership: Breaking The Mold And Rising To The Top, Velma D. Menchaca, Shirley J. Mills, Filomena Leo
Organization and School Leadership Faculty Publications and Presentations
For this qualitative research study, interviews with two Latina school leaders revealed their journeys to leadership. The theoretical framework used was Latina critical race theory, feminist theory, and counter storytelling. Identified themes were strong supportive mother, fervent faith, humble beginnings, mentors, intelligent, and challenges not obstacles. These guiding themes serve as a path for Latinas who aspire to public school leadership positions.

This article contributes to the study of Hispanic-Serving Institutions (HSIs) through a narrative grounded on two points of innovation. It offers frameworks to decenter the conversation on HSIs from normative practices in higher education to focus on pedagogical, cultural, and political relational processes that find greater congruence between nominal HSIs and the Latina/o students, families, and the communities that populate those universities. It looks at points of innovation that emerged in two different parts of the country at different places, spaces, and time. The purpose of this conceptual thought paper is to argue for critical digital literacies instruction for all students, particularly students from marginalized populations. In this paper, the lived experiences of Black adolescent female avid readers were analyzed because of the complex nature of their discrimination due to their race and gender. Research questions included: What are the technologies and practices used by Black adolescent female avid readers? How and why do they use them? What are the implications for educators? This study describes a strategic planning process used for developing an educational leadership program that prepares principals for leading 21st century schools. The plan is based on recommendations received from the External reviewers representing Southern Association of Colleges and Schools, the Texas Education Agency, survey responses received from former students currently serving in school leadership positions, and focus group forums. Recommendations received were used to develop a strategic plan that resulted in a more rigorous and accessible, field-based program to better prepare school leaders.

This paper describes the system of positional verbs (e.g., ‘be standing’ and ‘be lying’) in Colonial Valley Zapotec (CVZ), a historical form of Valley Zapotec preserved in archival documents written during the Mexican colonial period. We provide data showing that positional verbs in CVZ have unique morphological properties and participate in a defined set of syntactic constructions, showing that positional verbs formed a formal class of verbs in Valley Zapotec as early as the mid-1500s. This work contributes to the typological literature on positional verbs, demonstrating the type of morphosyntactic work that can be done with a corpus of CVZ …

With the Every Student Succeeds Act continuing to legislate accountability for special education and Hispanic students, the appropriate content in principal preparation programs relevant to successful leadership of special education programs is vital. This mixed methods study analyzed the survey responses of 84 principals in South Texas from predominantly Hispanic schools to determine the principals’ perceptions regarding their legal, foundational, and contextual knowledge of special education and their suggested topics for inclusion in curriculum content of principal preparation programs to provide the necessary knowledge and skills to effectively implement and supervise special education programs. Research indicates that student learning of science, student attitudes toward science, and their motivation to learn science and pursue science-related careers is related to classroom instruction. This study examined anatomy and physiology (A&P) classes in a south Texas high school where 97 percent of students are Hispanic bilingual learners. Classes were assigned to control or treatment groups, with the treatment group receiving instruction designed to help students develop a deeper understanding of anatomy vocabulary related to brain structures by making connections to these words in everyday life as well as to their understanding of Spanish. Research on second language acquisition has used various quantitative and qualitative measures to assess oral proficiency, yet there is little empirical research comparing these measures. Comparisons between quantitative measures and native speaker ratings are especially rare. Four of the most common quantitative measurements applied in L2 research include the type-token ratio as a measure of lexical diversity; the T-unit as a measure of syntactic complexity; the error-free t-unit as a measure of grammatical accuracy; and average speech rate as a measure of fluency. When I first heard a teacher say, “You’re going to need this for college,” I was a high school student. I heard the phrase again when I began teaching 10th grade English, and I wondered, as a first-year teacher, whether that was the teacher version of “Because I said so,” or if, more tragically, it was what teachers said in response to the often asked, “Why do I have to learn this?” when they didn’t really know the answer. An investigation of conducting a presentation examination instead of a classical written examination method on academic and research performance of undergraduate chemistry students was performed at the University of Texas-Pan American. The results suggest that chemistry students do much better in the presentation examination compared to the written examination at the advanced organic chemistry course. But, the performances of the students in the lower level courses are mixed. However, students do much better in research work when presentation examination was conducted.

This case study took place during an after-school program in a public Texas school district along the U.S./Mexico border. We explore a focal participant’s technology access and use as part of our larger digital literacy research. We asked: What in- and out-of-school digital literacy skills, access, and experiences did Robot Boy (pseudonym) possess? How did he behave as a rhizome? This study was adapted from a learning styles questionnaire in College Study Strategies (Laskey & Gibson, pp. 52-53, 1997). The authors administered the adapted questionnaire to undergraduate education and legal online students in a Southern predominately Hispanic serving institution. This study allowed the students to identify their preferred method of learning and will allow the online instructors to modify and improve the design of their courses. Results of the learning styles questionnaire will be presented with suggestions and recommendations for teachers of field dependent and independent online learners.
