This modified Delphi study explored the effects of No Child Left Behind Act (NCLB) of 2001 (Public Law 10-110) on the nation’s education system and the challenges it has presented to public school principals nationwide regarding their ability to be agents of change at a local level while maintaining effective leadership. The existing research on accountability policies rarely examines individual components of an accountability policy (i.e., curriculum, assessments, use of assessment results, and stakes). This mixed-methods study investigated the curriculum component of Tennessee’s accountability policies from the perspective of middle-grades, TCAP-tested subjects teacher participants from three East Tennessee districts. The Accountability Policies Supports and Stressors Questionnaire (Berryhill, Linney, & Fromewick, 2009) measured the support for the curriculum component of the state’s accountability policies. Further, interviews with sixth grade science and eighth grade social studies teachers examined how the curriculum component of the policies influenced teachers’ self-efficacy (Bandura, 1977), one of three …

The author began researching trust in the late 1980s. The technology of his practice and research converged in an instrument which indicated the strongest factor being "teacher trust of learners," and which he sought to enact in practice as "my trust of learners" were quite consistent with each other.
