The Universal Design for Learning framework offers a synthesis of 40 years worth of discovery in the fields of education, cognitive psychology, and neuroscience. UDL describes itself as a framework that can be used by educators to create inclusive learning environments that acknowledge the inherent variability in all learners. Achieving coherence and coordination in a complex system like a school district is complicated by the nested layers of the organization. This structure allows for teachers in classrooms and schools in a district to operate autonomously, as their organizational layers insulate those in the center from external demands and mandates. The COVID-19 pandemic represented an external demand that led district leaders to implement a series of situational reforms that affected nearly every aspect of the educational organization.

Informal education programs like 4-H have the potential to expose young people to opportunities and experiences which may lead to increased social and educational capital. Previous research has consistently found that young people thrive within the 4-H Youth Development program.
The study identified commonalities throughout the multiple modes of participation and identified the ways in which participants are indeed on a thriving trajectory. It involved 12 first-generation 4-H members in Maine between the ages of 14-19. The objective of this quantitative survey study was to measure the effect grading traditionally (using averaging) versus non-traditionally (best, most recent evidence) on four types of student motivation. These types of motivation were mastery orientation (learning for learning sake), performance orientation (going for the grade or external recognition), performance avoidance (not wanting to appear incompetent), and mastery avoidance (not wanting to lose what you have). This set of orientations is derived from the goal orientation theory.

A dominant feature of the educational policy landscape has been the adoption and use of learning standards to design classroom instruction. This quantitative study analyzed the significance of the impact of Maine state compliant standards-based individualized education programs (IEPs) on the math and reading achievement of third grade students eligible for special education under the high incidence disability categories of Specific Learning Disability and Other Health Impairment. A total of 72 cases (n = 72) were collected. Descriptive data analysis was conducted to investigate characteristics of IEP compliance with Maine state standardsbased IEP expectations in the academic and standards-based IEP goal realms. Evidence from placement data show that culturally and linguistically diverse (CLD) students are over-identified for learning and intellectual disabilities (Donovan & Cross, 2002). Cognitive assessments play a central role in correctly identifying CLD students for special education services. This study reviewed the literature to determine support for three methods of cognitive assessment with CLD students. Search results revealed that although there was considerable research supporting the use of the Cultural-Linguistic Interpretive Matrix (C-LIM) and Nonverbal Assessment, there was also much research disputing their use. Much of the support the C-LIM and Dual Language Assessment was not from peer reviewed research. …

This report summarizes the resulting effort, which included a literature scan, document analysis, and surveys of two groups of school practitioners (testing administrators and teachers) to analyze the amount of time Maine students spend on testing, the types of tests administered, and whether the results are perceived as useful for practitioners.

In 2015, the Maine State Legislature’s Joint Standing Committee on Education and Cultural Affairs commissioned the Maine Education Policy Research Institute (MEPRI) to study the state’s Essential Program and Services (EPS) K-‐12 education funding model in relationship to the funding for Maine’s two virtual charter schools. The study was initiated with a review of available literature and reports on virtual school funding in other states. The purpose of this dissertation is to describe and understand how teachers describe the changes in their practices as a result of ten years participation in a one-to-one environment. This research study focuses on one successful middle school’s adoption of laptops to support teaching and learning. A qualitative study using interviews of key participants was undertaken with teachers and administrators. The Technological, Pedagogical and Content Knowledge (TPACK) framework was used in conjunction with Rogers’ Diffusion of Innovation framework to understand from the participants’ perspective changes to their practice. The legislative definition of “community schools” is intentionally broad and anticipates the possibility that community schools might vary significantly in their locally-developed goals and intervention programs. The needs of students and their families may vary by community, as does the array of existing resources available in the surrounding area. This leads to a broad set of possible strategies that may imply different expected outcomes and evaluation processes.

In this current year, Phase IV, researchers collected new data from qualitative interviews and document analysis in six case study school districts in Maine, representing a range of demographics, geographic regions and implementation stages. Three of these districts had been involved in at least one year of Phase I-III of this study, allowing for exploration of ongoing implementation practices and comparing perceived challenges and benefits from initial implementation to later stages. Findings suggested that Maine's proficiency-based high school diploma mandate had mobilized PK-12 collaborative professional work, but there was an evident need for even greater professional time for full systemic …

This is a mixed methods ethnographic study conducted to determine what obstacles students face when approaching AP Calculus. I focused my study on home economics, peer pressure, ELL status and home support. Overall, I found that being a student who is ELL (hereafter defined as a student who was or currently is required to take ACCESS testing) had the most negative effect of the previously listed factors. Home economics and peer pressure were inconclusive or often had no effect. Finally, having a supportive home life in the form of parents who value education, encourage goal-setting, and set high expectations had …

As part of its ongoing evaluation efforts of Maine Learning Technology Initiative (MLTI), the Maine Education Policy Research Institute (MEPRI) staff examined the ACTEM listserv archives for the 2014 calendar year, which overlaps with two academic years, 2013-2014 and 2014-2015. The goal of this examination was to pilot a process for documenting and categorizing the listserv content and to determine the viability of this process in providing useful evidence of implementation of the MLTI program. The present report provides an overview of the quality and quantity of messages exchanged through the listserv and a discussion of this evidence.

The goal of this research was to determine if there are statistically significant differences in learning between different categories of students apart from the influences of school. The foundational assumption is that student academic achievement is a product of both in-school and out-of-school factors. While there are many breaks from schooling during the calendar year, the largest by far is the summer recess.
