Getting Power Back: Court Restoration Of Executive Authority In Boston City Government (1985), Marcy Murninghan

This article, originally published in 1985, is based partly on the author’s experience with the Boston school desegregation case, but goes beyond it. It chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the Boston Public Schools and the Boston Housing Authority. It makes three proposals, which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. It also makes some generalizations about the court-agency interplay that are relevant to the post-remedial phase of institutional reform litigation. The author …

Our democratic principles and traditions are imperiled by the power of financial oligarchs and unfettered money flows, which have contributed to massive inequality that, in turn, has given rise to political unrest and a sense of cultural unmooring.

In the United States, where race is a powerful factor for social stratification (Appiah & Gutmann, 1998; Glick-Schiller & Fouron, 1990a; Omni & Winant, 1986), foreign-born Blacks find themselves battling the demoralizing impacts of discrimination, racism, and xenophobia on a daily basis. In the school context, racist assumptions have been shown to predispose teachers to have lower expectations of immigrant students and other students of color, to view them more often as behavioral problems, and to assume that their parents do not value education (Doucet, 2008, 2011b; Suárez-Orozco, Suárez-Orozco, & Todorova, 2008). A broadly diverse faculty is critical to MIT’s educational mission, and significant efforts have been made to achieve a faculty whose diversity reflects that of the students we train. To assess the success of some of these efforts, I examined the percentage of women faculty in the Schools of Science and Engineering over time. Women are now the majority of students in institutions of higher education in the United States, and in many ways women as students and faculty have seen significant progress. But numbers do not tell the whole story. Subtle forms of discrimination continue to exist, and the higher up the pyramid you go, the fewer women are to be found, whether among tenured faculty, as presidents and provosts or as board members and board chairs. This article is taken from the unpublished autobiography of Robert Wood who served as Superintendent of Boston Public Schools from 1978 to 1980 during the difficult period when U.S. District Court Judge W. Arthur Garrity was overseeing court ordered desegregation of schools. After leaving the University of Massachusetts in January 1978, Robert Wood spent six months at the Harvard Graduate School of Education working on a book and considering a possible run for the United States Senate. Suggestion as to his next assignment, however, came from an unexpected source, as he describes below.

The authors draw on the findings of gestalt psychology to demonstrate how teachers' views of African American learning styles and behavior can determine whether these will be pathologized or supported by the educational system. The disproportionately large numbers of African American youth incorrectly assigned to special education courses indicate a lack of clarity in disability criteria and indicate also the use of a "deficit model" or perceptual lens through which teachers assign negative meanings to the behavior of African American students. Alternative public schools have evolved from their origins in school choice and the progressive education movement of the 1920's into a system of schools that have become the assigned "dumping ground" for a population of ill-prepared, behaviorally disruptive youth, a population that is also disproportionately composed of minority students. In a climate that acknowledges the need for teacher educators to prepare new teachers for culturally diverse student bodies, the study examines the extent to which selected features of an urban school environment affect a preservice teacher's willingness to teach in the school. A survey was administered to 48 preservice teachers after they completed a 7-week student teaching experience in a large urban school district. The survey sample was drawn from a northeastern university which enrolls 90% Caucasian education students. Why Makik Can "Do" Math: Race And Status In Integrated Classrooms, Jacqueline Leonard, Scott Jackson Dantley

This case study reports on the small group interactions and achievements of Malik, an African American sixth grader, who attended a Maryland elementary school in 1997. Student achievement was measured by the Maryland Functional Mathematics Test (MFMT-I), which was given on a pre/post basis. Students' scores on the MFMT-I were analyzed using the ANOVA. The analysis revealed a significant difference (F = 3-330, p < .05) between the scores of Caucasian (M = 342.12) and African American students (M = 323-56). However, Malik's MFMT-I score rose from 293 to 353. A passing score is 340. This study examines Malik's interactions to ascertain what factors influenced his achievement. The findings are that Malik had a positive attitude about mathematics and a strong command of mathematical and scientific language. Recommendations are that teachers become cultural brokers to help all children learn the "language" of mathematics and encourage all students to become self-advocates to overcome negative social dynamics in small groups.
