Non-Formal Education
The purpose of this paper is to initiate an inquiry into a currently "fashionable" educational phenomenon presently referred to as "non-formal education." It is hoped that the paradigm resented will provide yet another interpretive perspective by which we can more fully understand the consequences of this educational phenomenon. It is a major contention of this paper that a more conceptually rigorous approach will enable us to understand better how non-formal education might contribute to or inhibit social change and development in societies undergoing rapid modernization.

The purpose of this document is to summarize in an accessible fashion the experiences and results of nearly four years' work in nonformal education in Ecuador. We intend the following chapters to serve as a reference to the many others around the world who are grappling with the problems of development at the most local level; who are motivated by philosophers like Freire and Illich toward a different outcome of the process of developent; who are committed to trying significant educational alternatives, and above all who are concerned with the impact of their efforts on the individual lives of people …

This study develops guidelines for the use of television in nonformal education in developing areas of the world. Its recommendations are based upon analysis of three cases of television usage: in the formal educational system in El Salvador, in community development in village Alaska, and in nonformal education for parenthood in Bogota, Colombia.
The study begins with a selective review of the literature on nonformal education. Three basic approaches to the selection of goals, objectives and methods for nonformal education are developed from the conflicting orientations of Philip Coombs, Ivan Illich, and Paulo Freire. The objective of this manual is to provide guidance for those persons involved in the Nonformal Education Project who will be organizing training workshops for rural facilitators for nonformal education purposes. Since this document is a by-product of a workshop organized for those members of the Center for International Education who were leaving different West African sites during summer in order to conduct rural facilitator training workshops, it is limited in its scope.
