Cannabis is a prevalent alternative treatment for many symptoms and conditions given its medicinal qualities and few side effects. As legalization for both medical and recreational purposes continue to develop quickly across the United States of America, there is serious discrepancy between legalization and clinical research. Clinical data is difficult since the U.S. federal government still classifies cannabis as a Drug Enforcement Agency (DEA) Schedule I drug with no clearly established medical value. As the looming enrollment cliff approaches and more adult learners return to higher education, understanding the factors that affect their persistence and retention is vital for higher education institutions. Previous studies have shown that external factors influence post-traditional learners’ pursuit of higher education. This program evaluation aimed to acquire knowledge of up-front employer tuition funding and its effects on adult learners' persistence, retention, and time to degree completion. Through a quantitative approach, this program evaluation examines the differences between students receiving up-front employer tuition funding and those who do not. The purpose of this study is to identify the motivational elements of formal online instructional design processes that are being implemented at traditional institutions of higher education (IHEs) in the United States (U.S.). For this study, I conducted a comprehensive literature review identifying emerging issues of practice for instructional design partnerships between the onset of the COVID-19 pandemic during the spring of 2022 and the spring of 2023.
