This edition of the OEP Awards highlights schools in Arkansas based on student growth on the ACT Aspire exams in Mathematics and English Language Arts (ELA). This is a departure from prior awards, which were based on student proficiency.
We choose to focus on student growth for these OEP awards because we think it is a better reflection than proficiency rates of how the school is impacting students. Growth is calculated at the student level, and essentially reflects how much a student improved his or her score from the prior year compared to what was predicted based on prior achievement …

Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. Districts are free to allocate their budget for teacher pay as they see fit, with constraints on number of students per teacher and minimum teacher …

The 2013-14 school year marks ten years since the Arkansas General Assembly passed legislation to construct a new K-12 funding system in response to a 2002 Arkansas Supreme Court ruling in the decades-long court case, Lake View School District No. 25 v. Huckabee. The General Assembly established a foundation formula to provide adequate funding to districts across the state and created categorical funding to provide additional equity funding to districts based on need. In doing so, the state provides additional funding to districts based on the number of students that are English Language Learners, in alternative learning environments, or from …
