In the United States, education policies differ from state to state. Local research, therefore, is important to inform educators, policymakers, and researchers on the ground. This dissertation leverages ten years of administrative data to study three questions about gifted and talented (G/T) identification and education in Arkansas: does the current system identify the right students? Are gifted and talented programs beneficial for students? And, how can we improve diversity in gifted and talented education? Leveraging logistic regression, mixed-effects models, and descriptive statistics, I sought to provide answers to these three questions. Since 2008, Arkansas has sought to dramatically increase the number of students participating in Advanced Placement (AP) classes. This program, which allows students to access college -level content while still enrolled in high school, has been linked to higher student achievement and attainment. This brief shares recent research from the Office for Education Policy investigating whether students who take AP courses demonstrate better college readiness and examines how these trends vary for different demographic and socioeconomic groups in the state.

This report examines trends in Advanced Placement (AP) course-taking in Arkansas. The AP program allows students to access college-level content while still enrolled in high school. Using de-identified student-level data from 2015-16 to 2017-18 from the Arkansas Department of Education, this research investigates whether students who take AP courses demonstrate better college readiness and examines how these trends vary for different demographic and socioeconomic groups throughout the state. While we cannot estimate the causal effect of AP coursework on student outcomes, this study presents key findings related to the Advanced Placement program which are relevant to policymakers and educators in …

How might we improve gifted and talented (G/T) identification by learning about the process in Arkansas (AR)? In this study, we examined the accuracy of the gifted identification process in AR by comparing the degree to which students who were academically talented in the top 5% on the 3 rd grade state assessment in reading and mathematics in AR were identified for G/T. Across five years of independent cohorts, we replicate the finding that roughly 30% of the students in the top 5% in both reading and mathematics on the 3 rd grade state assessment are not identified as G/T. …

Postsecondary education has become a popular option for students, as evidenced by increases in enrollment over the last two decades. However, while enrollment has increased, completion has not. It is therefore important to investigate the factors that could lead to students’ enrollment, persistence, and completion of college. This dissertation examines two broad topics over three chapters. Chapters 1 and 2 focus examine the impact of a policy change that resulted in backloading the award disbursement of a state-wide merit-based scholarship program in Arkansas on college enrollment and success. Arkansas created the Succeed Scholarship Program in the spring 2015 legislative session when House Bill 1552 was passed. This program allows students with disabilities to receive state funding for private school tuition up to the foundation funding amount determined by the matrix funding system used in Arkansas.

The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. National Board Certification is a voluntary process that, according to the National Board for Professional Teaching Standards, certifies that they “have developed and demonstrated the advanced knowledge, skills, and practices required of an outstanding educator.” Currently, National Board Certified (NBC) teachers in an Arkansas public school receive an annual bonus of $5,000 for up to 10 years. In this brief, we examine NBC in Arkansas and Senate Bill 555, which proposes the modification and enhancement of NBC incentive bonuses for teachers receiving certification after January 2018.

In addition to the annual grades, this year’s report takes a comprehensive look at the steps states are taking to turn their blueprints for the federal Every Student Succeeds Act’s to a finished structure. Overall, Arkansas received a C– and was ranked 43rd among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.

A study was conducted to investigate the perceived relevance of using a teacher evaluation rubric with performance indicators specific to special education services in place of the standard rubric for teachers used in the State of Arkansas Teacher Excellence Support System (TESS). Through a multi-method approach, the perceptions of special education teachers and administrators regarding implementation of the current model, the significance of perceived differences in pedagogical factors, and potential barriers to effective implementation were identified. This was achieved through survey, interviews, and observations.

Each spring, secondary students across Arkansas sit for Advanced Placement (AP) Exams. Arkansas has one of the most aggressive policies promoting AP in the nation. Despite this, Arkansas students are still struggling with inequitable and inadequate access to AP courses. Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. The Common Core State Standards (CCSS) for K-12 English language arts (ELA) and mathematics were adopted by the Arkansas State Board of Education in July 2010. Teachers have been implementing CCSS in their classrooms for several years, and this spring students across the state are being assessed on CCSS through the PARCC assessments. In February 2015, Governor Hutchinson announced the formation of a Council on Common Core Review, and the Office for Education Policy began a survey of Arkansas public school teachers to gather their opinions on this important topic. Two types of charter schools exist in Arkansas: open-enrollment charter schools, which operate independently of any district, and district conversion charter schools, which operate within an existing school district. Charter schools have more autonomy on certain rules and regulations than traditional public schools; however, charter schools are held accountable for academic results and fiscal matters, as defined by the charters contract. Charter schools are approved and held accountable by a charter authorizer. KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

As a result of the Arkansas Supreme Court’s Lake View v. Huckabee Decision, the Public School Funding Act of 2003 established Arkansas’ current funding system. A part of the current system allocates additional funding for districts based on need (categorical funding). In doing so, the state recognizes that it is necessary to distribute additional funding based on educational need to meet adequacy and equity standards. The system allocates funding for groups of students who face particular challenges: Alternative Learning Environment students (ALE), English-language Learners (ELL), and students in poverty (National School Lunch Act). Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.
