This report describes the process for certification for bilingual education and bilingual special education, the number and type of programs available in New York State to prepare individuals for certification, the incentives and other programs in the state designed to recruit and assist individuals in pursuing certification, and provides recommendations for how to increase the number of properly certified bilingual education and bilingual special education teachers in the state.

Dual language programs can reverse the school segregation that results from tracking students by language ability. Such programs have been effective in positively influencing Latino students’ educational achievement. This research report draws attention to the quest of school leaders and parents to achieve successful academic results for immigrant students. In contrast to prevalent schooling practices in the United States, dual language programs are supportive in teaching children a new language. The purpose of these programs is to strengthen academic achievement and language competencies for all students, while promoting the maintenance of students’ native language and culture. This study explores the level of compliance with New York State laws on bilingual education in selected school districts. Our assessment of compliance with New York State Education Department (NYSED) regulations on bilingual education is based on the 2008-2009 CR Part 154 applicationsfiled by the schools. The CRPart 154 applications we examined for this reportc ontain 2007-2008 data on the number of identified ELLs in each school, as well as the number of ELLs served by bilingual and ESL programs as reported by the schools. Reading For Idea Advancement In A Grade 4 Knowledge Building Community, Jianwei Zhang

This study looks into the reading practice in a Grade 4 knowledge building community that involved 22 students and a veteran teacher. The students investigated light over a threemonth period supported by Knowledge Forum, a networked collaborative knowledge-building environment. The classroom designs encouraged the students to take on high-level responsibility for advancing the community’s knowledge, as represented in their online discourse in Knowledge Forum. The tracing of student conversations in Knowledge Forum and content analysis of their portfolio notes demonstrate productive advancement of scientific understanding. Qualitative analyses of classroom videos, online discourse, and the teacher’s reflection journal characterize student reading …

In this article, I consider the literacy practices that emerged in an in-school elective course centered in the literacy tradition of African American women. Drawing from spatial perspectives (Leander& Sheehy, 2004), I explore what it means to consider this course an “Other space” (Foucault,1986), as a space created without the constraints of a mandated curriculum or standardized test pressures and as a space informed by an understanding of the connections among literacies,lived experiences, and identities. This study explores Knowledge Building as a principle-based innovation at an elementary school and makes a case for a principle- versus procedure-based approach to educational innovation, supported by new knowledge media. Thirty-nine Knowledge Building initiatives, each focused on a curriculum theme and facilitated by nine teachers over eight years, were analyzed using measures of student discourse in a Knowledge Building environment--Knowledge Forum. Results were analyzed from the perspective of student, teacher, and principal engagement to identify conditions for Knowledge Building as a school-wide innovation. Using correlation, factor, regression, and reliability analyses, this research explored thenature of Academic Self-Regulation (ASR) while simultaneously establishing the construct validity of a new self-report questionnaire; the Survey of Academic Self-Regulation (SASR). The SASR was pilot-tested (N = 205) and cross-validated (N = 491) on samples of college students from upstate New York. Exploratory factor analyses were used to both extract a six factor structure from the SASR (Extrinsic Motivation, Intrinsic Motivation,Metacognition, Personal Relevance and Control, Self-Efficacy, and Self-Regulation) and to explore the current state of the ASR construct. Motivation is probably the most important factor that educators can target in order to improve learning. Numerous cross-disciplinary theories have been postulated to explain motivation. While each of these theories has some truth, no single theory seems to adequately explain all human motivation. The fact is that human beings in general and students in particular are complex creatures with complex needs and desires. With regard to students, very little if any learning can occur unless students are motivated on a consistent basis.
