Many initiatives across the world try to address the issue of gender imbalance in computing education. Evaluation of the impact of these initiatives is not always straightforward. Some interventions are able to demonstrate impact based on recruitment and retention numbers of underrepresented gender groups, in particular, women, often requiring a longer-term study to see impact. Others, especially shorter term interventions and those taking place during the teaching and learning process, frequently use feedback and other instruments as a measure of impact. While in recent decades a number of efforts have been coordinated to address the issue of gender imbalance in STEM (science, technology, engineering and mathematics) disciplines, the problem still persists. Many authors speak of the ‘leaky’ pipeline metaphor that describes the loss of women in STEM areas before reaching senior roles. Research shows that women who leave are unlikely to return. The issue is particularly severe in the area of computer science, where women represent less than 20% of the labour force across the EU.

Section 9 of the Universities Act 1997 set out, for the first time, a statutory mechanism for the establishment of a new university in Ireland. The Dublin Institute of Technology (DIT) was the first institution to be granted a review under this legislation. This thesis presents an account and analysis of how the application for university title was handled by an international review group, by the Higher Education Authority (HEA) and by the Irish Government.
