Today’s world is highly digitized and requires digital access and literacy for educational, professional, and personal success. Students from traditionally disadvantaged backgrounds, such as English Language Learners and those from households experiencing low-income, often face additional challenges accessing digital devices and high-speed Internet at home. Researchers have yet to fully examine how digital access relates to reading achievement among students in the U.S. K-12 public school system. This study examines how Science, Technology, Engineering, and Mathematics (STEM) Education may improve English language learners' academic achievement and high school graduation. In particular, it highlights the plight faced by ELLs in high schools regarding quality education that allows them to graduate on time and attend college. Results of the National Assessment of Educational Progress (NAEP; National Center for Education Statistics, 2020) have shown that despite efforts to raise the literacy skill levels of students in elementary school, the average reading scores for fourth-grade students in 2019 were still cause for concern. The NAEP data showed the reading scores in four percentiles (i.e., 10th, 25th, 50th, and 75th) from 2019 dropped in comparison with the corresponding data garnered in 2017 (National Center for Education Statistics, 2020). The purpose of this qualitative study is to explore the perceptions and practices of teachers providing effective feedback for early elementary-aged English Learners during reading instruction. The participants in this study were 9 elementary teachers who had English Learners in their class during reading instruction, from suburban school districts in the northeastern region of the United States. School improvement continues to remain a focus across the nation as evidenced in the U.S. Department of Education Performance Plan (2017) and the Every Student Succeed Act (ESSA). Achievement gaps continue to exist for certain populations, specifically Students with Disabilities (SWDs) and English Language Learners (ELLs). With a growing English Language Learners (ELL) population in New York State (NYS), schools need to investigate best practices to serve this population. Based on a NYS Regulation, CR 154-2, districts with 20 or more ELL students who speak the same language at any given grade level should provide bilingual education (BE) all day, while districts with fewer than 20 students who speak the same home language at any given grade level may take English as a New Language (ENL) classes all day.
