Between 1997 and 2012, much was done on college campuses and elsewhere to improve Black male student achievement. Notwithstanding, their enrollments, academic performance, and rates of baccalaureate degree attainment remain just as troublesome now as they were 15 years ago. But why? And what can be learned as various stakeholders introduce future initiatives in response to issues affecting Black undergraduate men, as well as Asian American/Pacific Islander (AAPI), Latino, and Native American male collegians? This short nontechnical article reviews the Arrow Impossibility Theorem and its implications for rational democratic decisionmaking. In the 1950s, economist Kenneth J. Arrow proved that no method for producing a unique social choice involving at least three choices and three actors could satisfy four seemingly obvious constraints that are practically constitutive of democratic decisionmaking. Any such method must violate such a constraint and risks leading to disturbingly irrational results such and Condorcet cycling. This publication is an attempt to capture the evolution of distributed higher education over the last decade by tracing the applications of new technologies funded by the Fund for the Improvement of Postsecondary Education (FIPSE). As FIPSE surveyed the current state of distance/distributed education, there existed an opportunity to help post econdary education make the transition to this new generation of distance education made possible by the explosive growth of the Internet and other new technologies.
