Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. Among the suggestions that have been put forward to increase the collaboration between the business sector and educational institutions as a means for accomplishing program improvement are supporting the existing system where the schools are generally healthy fostering innovative change, and working for major structural reforms in the system. However, economic principles of market structure need to be applied in judging the efficacy of business-education linkages, particularly at the postsecondary level, and in considering the extent to which these linkages should be encouraged by public policy. Postsecondary Education As Triage: Returns To Academic And Technical Programs, Kevin Hollenbeck

This paper examines the labor market outcomes of individuals with various types of postsecondary educational experiences. In particular, it examines differences between students who have pursued technical education programs from those who have pursued academic programs and from those individuals who have not pursued any type of postsecondary education. Empirical evidence is presented concerning the relationship between economic outcomes and grades earned and the degree to which the labor market rewards credentials. Wage and earnings models yield different structural parameter estimates when based on the three different populations. The differences are most dramatic for high school background effects and for …
