The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. This document reports on a project designed to develop an assessment collaboration between medical schools in both Australia and the United Kingdom. The project was funded by the Office for Learning and Teaching (OLT), utilising surplus funding from a broader assessment collaboration project – the Australian Medical Assessment Collaboration (OLT ID12-2482). The Global Health Assessment Collaboration (GHAC) involved five universities in Australia and the United Kingdom (UK). It developed an assessment framework and item specifications, undertook assessment item drafting workshops, built in a process of review and resulted in the development of a focused suite of assessment items. This report …

Assessing Accomplished Teaching With Reliability And Validity: The Acer Portfolio Project, Lawrence Ingvarson
Dr Lawrence Ingvarson (Consultant)
We know that good teachers are worth their weight in gold. But if good teaching is to be truly valued, the teaching profession must be able to demonstrate that it can evaluate itself in ways that are reliable, valid and fair. This capacity is central to any profession. It is also central to lifting the status of teaching, rewarding accomplished teaching and enabling teaching to complete with other professions for our ablest graduates. Recent OECD reports emphasise the necessity of strengthening the teaching profession, which depends upon widespread use of evidence-based teaching practices. Building the capacity for evaluation is the …

Developing A Professional Certification System For School Principals: The Principals Australia Institute Certification Project, Lawrence Ingvarson
Dr Lawrence Ingvarson (Consultant)
In 2014, the Principals Australia Institute (PAI) decided to develop a national system for providing professional certification to accomplished school principals, based on the AITSL Australian Professional Standard for Principals (the Standard). ACER has been assisting the PAI in the development of valid and reliable methods whereby principals can demonstrate how they meet the Standard. This work has included conceptualising the system, developing an assessment and evaluation framework for certification, and developing guidelines for three portfolio initiatives linked to the Australian Professional Standard for Principals. The portfolio initiatives were field-tested in 2015 and a group of principals was trained to …

In the first of two related articles, this article attempts to explain what can be learnt from international assessments of adult literacy and numeracy skills, and why there is value and crucial and important lessons for all educators, and others, from the work underpinning these empirically based research endeavours. Whilst some criticism of the surveys is understandable and to be expected, this often blinds readers and the LLN sector from reading between and behind the lines and seeing what value can be generated, gained and learned from such investigations, data and research. The article describes the theoretical frameworks and quality …

This paper describes the evaluation of high quality learning designs which are being selected for possible redevelopment in a National Project funded by the Australian University Teaching Committee (AUTC). The project focuses on “Information and Communication Technologies (ICTs) and Their Role in Flexible Learning” and is evaluating over 50 projects with a view to developing a range of software tools, templates and/or guidelines based on those that are de emed to be effective ICT - based learning projects. The approach is unique in that it tries to pinpoint the key attributes of ICT-based projects that make them suitable for application …
