The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. We estimate the effects on postsecondary education outcomes of the Kalamazoo Promise, a generous, place-based college scholarship. We identify Promise effects using difference-in-differences, comparing eligible to ineligible graduates before and after the Promise’s initiation. According to our estimates, the Promise significantly increases college enrollment, college credits attempted, and credential attainment. Stronger effects occur for women.

Higher Education, The Health Care Industry, And Metropolitan Regional Economic Development: What Can "Eds & Meds" Do For The Economic Fortunes Of A Metro Area's Residents?, Timothy J. Bartik, George A. Erickcek

This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. We estimate that medical service industries pay above …

The report concludes with suggestions for future research. Much of the current research details the successes of high school graduates in attending and completing post-secondary education, but there exists a need for longitudinal studies tracking students from an early age, through their elementary, middle and high school experience, and on to their college attendance and careers. In comparing schools that have implemented strides toward College-Prep-For-All policies versus those that remain status quo, what possible differences develop for students and the local economy? Furthermore, how can the North Bay glean aspects of successful college- and career-ready programs for their schools? The …

New Directions For Higher Education: Q&A With Carnegie Foundation President Anthony Bryk About The Credit Hour, Philip Disalvio

NEJHE’s New Directions for Higher Education series examines emerging issues, trends and ideas that have an impact on higher education policies, programs and practices.
The convergence of forces driving change in higher education is transforming the academic enterprise—reinventing what a university is, what a course is, what a student is and what the value of higher education is.
One significant sign of change could be the end of the credit hour—higher education's prevailing unit of measure. This century-old, time-based reference for measuring educational attainment used by American universities and colleges is under serious scrutiny by its creator, the Carnegie Foundation …

Restoring Our Edge In Education, Geoff N. Masters
Prof Geoff Masters AO
Much of what is required to improve the quality of Australian school education is widely understood and agreed, as Professor Geoff Masters explains. The levels of educational attainment of Australian students will play a key role in the outcome of future individual, social and economic prosperity. Individuals benefit from high levels of education and training, which increase individuals’ ability to secure meaningful work, earn more, and break cycles of disadvantage. Society as a whole benefits from high levels of education and training, which are related to better health, family functioning and children’s wellbeing, less violent crime, and even a cleaner …

Restoring Our Edge In Education : Making Australia's Education System Its Next Competitive Advantage, Geoff Masters
Prof Geoff Masters AO
Future levels of educational attainment in Australia will be key determinants of individual, social and economic prosperity. Policies that deliver an increase in education and training levels will have wide-ranging benefits for individuals, standards of living and social cohesion. Over recent decades there have been steady increases in the education levels of young Australians. Future generations will be much more highly educated as current levels of educational achievement flow through the age structure over time. However, despite generally increasing education levels, Australia has one of the lowest secondary school completion rates among comparable countries. Australia's future economic competitiveness will depend …
