Teachers are the most important resource in the educational process. It is not surprising, therefore, that issues related to staffing schools are of perennial concern. However, the focus of this concern has shifted over time. Some 20 years ago the major issues in staffing were essentially quantitative in nature and concerned with recruiting sufficient teachers to be placed in classrooms. Although teacher numbers are still important, over the past few years there has been increasing interest in some of the more qualitative dimensions of staffing. A Sense Of Direction In Criterion-Referenced Assessment, Geoff Masters, John Evans

This paper describes some experimental work undertaken by the authors with teachers in a number of Australian schools to provide criterion-referenced assessments of student achievement. In these investigations we work closely with individual teachers using assessment materials developed within each school. We analyze students' performances on these materials, provide teachers with computergenerated reports, and assist teachers to use these reports to monitor the progress of their students and to diagnose individual strengths and weaknesses.

A method for constructing a bank of items scored in two or more ordered response categories is described and illustrated. This method enables multistep problems, rating scale items, question 'clusters', and other items using partial credit scoring to be calibrated and incorporated into an item bank, and it provides a mechanism for computer adaptive testing with items of this type. Procedures are described for calibrating an initial set of items, for testing the fit of items to the underlying measurement model, and for linking new items to an existing item bank. This paper analyzes institutional procedures in the People's Republic of China, Taiwan and Hong Kong with respect to issues of offender and relative stigmatization, organizational rationality and educational quality. It argues that while current political orientations sharply influence the institutional culture in each of the areas surveyed, constructive solutions to common institutional problems remain elusive.
