This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. The project addressed this gap through a study of place-based scholarship programs designed to inform practitioners, policymakers, grant-makers, and the general public. The …

The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. (A middle-dollar program requires students to complete their FAFSA, and then fills the gap between federal/state financial aid and college attendance costs.)The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The parameters …
