The school-age population of students is becoming increasingly more culturally and linguistically diverse. There is mounting recognition that English Learners (EL) represent a unique group of students who have special educational and linguistic needs. This article considered the needs of learners with diverse special needs such as (a) learning and behavior challenges and (b) English Learners identified as students with limited or interrupted formal education (SLIFE). We highlighted some potential lessons to be learned from past-to-present efforts to serve students with behavior problems. Virtual bug-in-the-ear technology presents one tool that allows practitioners and university educators can use to attract, prepare, and retain high-quality teachers. The experience of Project TEEACH based at the University of Alabama suggests that simple technology tools could be used effectively to support teachers through their most challenging instructional situations. Such coaching provides the kind of at-the-elbow support that can be most beneficial to young teachers.

Ukraine is currently involved in a heated debate about inclusion at all levels of education. This debate has become part of the country's efforts to improve human rights. Prior to independence in 1991, students with disabilities in Ukraine who desired higher education were not permitted to attend universities. The writers discuss the challenges related to instructing a diverse secondary-level student population. Many elementary and middle school teachers are benefiting from working collaboratively toward common instructional goals. Functional assessment of aggressive, aberrant, and challenging behavior has dominated the literature with relatively little attention given to the potential utility of functional assessment in academics. The purpose of this article is to advocate functional strategy assessment as a procedure for acquiring data to support the formulation of intervention hypotheses by school-based personnel with the aim of improving the academic performance of students with emotional and behavioral disorders. A functional strategy assessment model is presented, and two case illustrations are employed to demonstrate the feasibility of this assessment model for use by practitioners.
