Minnesota is a state that prides itself on prioritizing education. As such, all school personnel must fulfill their obligation to ensure meaningful access for parents with a disability. As part of the Individuals with Disabilities Education Improvement Act (IDEA), the development of an Individualized Education Program (IEP) is required under both federal and state special education law. In the special education IEP process, parental involvement is mandated to ensure the child's best interest. Research shows parents’ involvement in their children’s education can lead to an improvement in grades, performance, literacy, attendance, and homework completion. Minnesota has made a nominal investment in the education of people with intellectual and developmental disabilities (IDD) beyond high school. Young adults with IDD face many barriers to access and enrollment in Minnesota inclusive postsecondary education (PSE). Barriers include a lack of postsecondary education options, a limited capacity in Minnesota's three existing Comprehensive Transition and Postsecondary programs (CTPs), and unclear available funding options. Young adults with IDD deserve the same opportunity to pursue postsecondary education in Minnesota as their peers, particularly in our public higher education institutions. Students of color and students with disabilities are disproportionately impacted by exclusionary discipline in our schools. Suspensions, removals, and expulsions do not work. There is strong evidence to suggest that such punitive practices do not deter misbehavior. They are a pathway to students dropping out of school and a gateway to involvement with the criminal justice system. Minnesota must end exclusionary disciplinary practices and replace these punitive approaches with practices that create opportunity and foster a positive, supportive, affirming school climate where all students can learn, grow, and thrive.

Communities throughout rural Minnesota would greatly benefit from full-service community schools to support academic achievement and contribute to thriving communities. Lack of health and human services, mental health disparities, and cultural divides are among the greatest concerns for students in rural areas. One in 5 children birth to eighteen has a diagnosable mental health condition and 1 out of every 10 children experience a mental health problem that is severe enough to impair how they function at home, in school, and in their communities. When youth come to school hungry or experiencing in-home trauma, academic success is hard to achieve. …

Educational Fiscal Policy And Its Effects On How Our Children Learn: Comparing Minnesota And Illinois, Sally Anne Stenzel

The study compares Illinois’ and Minnesota’s education fiscal policies. Illinois funds it’s education system mainly from the local level, whereas Minnesota funds it’s mainly from the state level. Thus, in Illinois, if there are discrepancies between household incomes in wealthier and poorer areas, the schools in wealthier areas would receive more money than those in poorer areas. Test scores are then compared. Illinois typically has lower scores than Minnesota. The conclusion is that Illinois’ policies are hindering their students’ learning, compared to Minnesota students, with some mixed results.

Iron Range Engineering is a new, unique, undergraduate program using problem-based learning. One guiding principle is student responsibility for learning. In order to facilitate learning, faculty and students alike have come up with several learning methods. Learning modes may include self-directed learning, peer-directed learning, one-on-one faculty directed learning, or industry mentored learning. Peer directed learning often manifests in the form of learning groups (a group of students learning similar competencies), led by either a faculty member or a student who has previously excelled in that competency and has taken an interest in pursuing advanced credit. As participants in the 2011-2012 class of the Luoma Leadership Academy, the authors comprised an action team charged to investigate how undergraduate research is currently incorporated into collegiate studies in Minnesota. We developed a survey that was delivered to Deans at all Minnesota State Colleges and Universities (MnSCU) institutions using the MnSCU Deans listserv. Respondents to the survey represented all 7 universities and all 30 of the community colleges. This suggests that the findings of our action project have real generalization within the system and potentially similar public systems of higher education in other states. The purpose of this case study was to examine and extrapolate the primary design elements of middle/early colleges in Minnesota that are most likely to support expanded statewide implementation of the model. These middle/early colleges are presently located in Anoka and Rochester and on the Iron Range in the northeastern region of the state.
