School principals in Illinois face an ethical dilemma when evaluating tenured teachers. Giving an unsatisfactory rating and placing a tenured teacher under a remediation plan opens the door to a time-consuming process filled with legal and financial issues that will strain relationships in the school. However, giving a less than honest rating results in leaving the teacher in the classroom and not making decisions in the best interest of students.

This study investigated the historical development of Elgin School District U-46's teacher appraisal system and teacher mentor program during the years of 1998-2010. In 1998 a formal mentor program was implemented for the first time in district history. Shortly thereafter, district and union leadership agreed to revamp the twenty-five-year-old appraisal system. The study aimed to explore how district and union leadership prepared for, adopted, and implemented appraisal and mentoring during this time period through the framework of Thomas Sergiovanni's (1992) sources of authority for leadership.

The purpose of this study was to investigate the topic of the evaluation of school principals and the role it plays in fostering student achievement. The overarching research question for this study was the following: "Is there a relationship between the type and intensity of principal evaluation and pupil performance in DuPage, Will, and Lake County, Illinois public schools at the K-8 level?"
