The purpose of this quantitative, predictive correlational study was to explore the predictive ability of beginning of the year scores of Nonsense Word Fluency (NWF), Oral Reading Fluency (ORF), and scores from a Primary Spelling Inventory (PSI) at mid-year ORF scores for second-grade students in a rural school district in central Pennsylvania. Because reading skills are strongly linked to positive academic and life outcomes, the identification of students who may have reading difficulties is a critical task for schools. According to the National Center for Education Statistics (2004), 37% of America's fourth graders are not reading at grade level. This statistic has remained unchanged for over a decade (NCES, 2004). Findings from multiple studies indicate more research on successfully implementing reading interventions is needed (Begeny & Silber, 2006; Begeny, Krouse, Ross, & Mitchell, 2009). Barnyak and Paquette (2010) suggested that although teachers learn new methods, they return to the strategies they are most comfortable using. This quantitative study analyzed data to find a valid and reliable assessment for progress monitoring also having predictive power of a student's future reading performance on a state-mandated standardized reading achievement evaluation. The Response to Intervention (RTI) model was implemented in the language arts classrooms of a rural middle school in northeast Georgia to study the effectiveness of instruction for all students, the at-risk, general, and advanced population. This study used Oral Reading Fluency (ORF) and Maze fluency assessments to monitor student progress and to analyze data to drive instruction. The data were gathered weekly over a 23 week period, …
