BACKGROUND AND PURPOSE: The purpose of this project is to explore and collect data to demonstrate areas of need in the modern education system. Specifically, this research focuses on the socioemotional learning scenarios that may be absent in the teaching of refugee ELs. Lastly, this thesis works to provide suggestions about how to use this data to further develop best practices in teaching to better serve all students.

This research investigates the perceptions of administrators and specialists in one diversely enrolled Michigan secondary school. Particularly, the purpose was to determine to what extent English learners (ELs), especially those of non-Western backgrounds, are being accommodated and considered by educators and policy. To examine this, three participants were successfully recruited- a language acquisition administrator, a language acquisition specialist, and an assistant principal. They were then each interviewed once to learn of their perceptions and beliefs on these topics. The Basque Country, Spain is a linguistically unique region where the minority indigenous language, Euskera, competes alongside the dominant state language, Castilian, and a lingua franca, English, for prestige and status. Following a history of cultural and linguistic repression and marginalization, the Basque community has, in the past 30 years, begun to reintroduce Euskera into new, multilingual school systems in order to teach, preserve and maintain their heritage language, while simultaneously acquiring English as an important language for global communication. Since Muskegon Public Schools serves a multicultural population, and since the canon of the textbooks used in the secondary language arts classes reflects neither this diverse population nor the current publications of the diverse cultures of the society, this study, in the form of a survey will show the need for the district to include literature contributed by ethnic minority writers from the American literature scene.
