The study reported here aimed to identify the particular practices and uncover the particular principles of a group of ESL teachers. Some of the teachers were working with adult learners and some were working with young children. The research aimed to answer three main questions:

1. What are the classroom practices of this group of language teachers?

2. What principles do they identify as underlying their work in the classroom?

3. What is the relationship between the principles they held and the practices they adopted?

Project Three of the AISWA Literacy Research Project reviewed the establishment of databases in Literacy achievement at a systems and schools level with a view to providing resource information for schools. The purpose of Project Three was to provide information to facilitate schools' ability to respond to requests for evidence of literacy achievement. This report begins with a summary of the history of the national, state and territories move to outcomes based learning over the past decade. One of the striking features of Australian higher education over the last ten years has been the marked increase in participation by Indigenous Australians. In a National Review of Education for Aboriginal and Torres Strait Islander Peoples, carried out in 1994, it was noted that the number of Aboriginal and Torres Strait Islander students had more than doubled between 1988 and 1993 (National Review of Education for Aboriginal and Torres Strait Islander Peoples, 1994:28-29). This project originated from recommendations from Phase 1 in the development of the National Literacy Plan for the Association of Independent Schools. These recommendations included the need for a systematic approach to literacy assessment and teaching. The current project aimed to address this situation.
